The JobThe Department (ITD) is seeking highly experienced and motivated
Software Developers II who will work both independently and as part of a team to collaborate during all phases of the application life-cycle to ensure timely delivery and/or resolution of system problems. They are responsible for designing, developing and executing project plans, creating technical specifications, developing test cases, adopting agile methodologies, providing recommendations for improvement, creating documentation which includes Architectural diagrams, and assessing new technologies before adoption and implementation.

Minimum RequirementsREQUIRED EXPERIENCE: Three (3) years of work experience in a production environment, within the past five (5) years, performing analysis and programming for the purpose of developing business applications, including at least 6 months experience as a project leader for small to medium scale projects.

SUBSTITUTIONS:Experience Substitution: A completed Bachelor's degree from an accredited college/university in programming, computer science, or software engineering may substitute for one (1) year of the non-lead experience required.
Education Substitution: One (1) additional year of qualifying work experience may substitute for the education requirement.
**Qualifying degrees and coursework must be conferred by institutions accredited by an accrediting body recognized by the U.S. Department of Education. Degrees earned outside the United States must be accompanied by an evaluation from a recognized credential evaluation service verifying U.S. equivalency.
Desired QualificationsThe ideal candidate will possess the following:
- Strong understanding of all aspects of software development; Windows, Web, database, and reporting skills.
- Experience with .Net Web services, HTML5, CSS3, XML, AJAX, REST, and JSON.
- Bachelor's or Advanced degree in Computer Science, Information Technology, or Software Engineering.
- Strong time management and multi-tasking skills.
- Ability to handle changes in business requirements and set priorities across multiple projects.
- Good communication skills, ability to manage project tasks independently and communicate with clients.
- Ability to formulate advanced SQL Queries.
- Knowledge of low code/no code platforms incorporating front-end, back-end, and reporting components such as Power Apps, Power Automate & Power BI.
