Full Job Description
Summary

This position is located in the Office of Results and Criminal Deterrence in the Bureau of International Narcotics and Law Enforcement Affairs (INL/RCD). The incumbent is responsible for developing and communicating design, monitoring, and evaluation (DME) policy and guidance across INL domestically and overseas.

Duties

Help

  • Works with bureau and Department stakeholders in drafting and clearing feasible requirements and standard processes.
  • Plays a leading role in outreach to INL implementing partners to oversee implementation of bureau -wide DME guidance and improve each partner's capability to use data to inform future efforts and deliver results.
  • Leads in shifting bureau culture to prioritize DME, and building collaboration between staff across the globe with staff in RCD to meet DME requirements and deliver results across projects, programs, and strategies.
  • Analyzes, communicate, and present results data to bureau and Department decision-makers, to inform future policy and program actions.

NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement.

Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F.

Applicants must meet ONE of the required basic entry qualification requirements described below:

BASIC REQUIREMENTS:

Have a undergraduate or graduate degree from an accredited college or university in behavioral or social science; or other related disciplines appropriate to this position;

OR

Have a combination of education and experience that provided you with the knowledge of one or more of the behavioral or social sciences equivalent to a major in this field;

OR

Have completed at least 4 years of appropriate experience that demonstrates that you have acquired knowledge of one or more of the behavioral or social sciences equivalent to a major in this field.

IN ADDITION to meeting one of the basic entry qualifications requirements listed above, the applicant MUST have at least one year of specialized experience that has equipped them with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-13 level in the Federal service.

Qualifying specialized experience must demonstrate the following:

  • Experience with the production and dissemination of guidance for implementation at an enterprise level, to include addressing stakeholder implementation challenges.
  • Experience building relationships with implementing partners that improve project design and results.
  • Experience conducting multiple research studies and projects simultaneously.

When an applicant has less than one year of specialized experience as described in the announcement, he or she may combine successfully completed graduate-level education with experience to meet the total qualification requirements. Generally, 18 graduate semester hours is equivalent to 1 full-time year of graduate study (your school and department determine what constitutes 1 full time year of graduate study). The percentage of specialized work experience (for example, 6 months equals 50%) and the percentage of graduate study (for example, 9 graduate hours for a GS-07 equals 50% where 18 graduate hours constitute a full time year) must total at least 100%.
