Full Job Description
This Department of War enterprise data and analytics program delivers mission-critical capabilities that enable leaders across the Department to make faster, better-informed decisions using trusted data at scale. Leidos Digital Modernization sector is seeking an experienced SME PMO Manager Lead to support the delivery, enhancement, and adoption of enterprise data and analytics products used across multiple DoD organizations.

In this role, you will work alongside government partners, engineers, and other industry teammates to translate operational and strategic requirements into scalable, production-ready solutions. You will contribute directly to product planning, execution, and continuous improvement-helping ensure capabilities are delivered efficiently, aligned to mission priorities, and positioned for sustained success.

This position offers the opportunity to work on a high-visibility, enterprise program at the intersection of data, analytics, and emerging AI technologies. Primary Responsibilities:
  • Oversee Government risks, issues, and cross-functional dependencies and drive resolution through structured governance mechanisms.
  • Lead development, maintenance, and updates of the Project Management Plan (PMP), ensuring alignment with TOR deliverable requirements
  • Oversee preparation and submission of Monthly Status Reports (MSRs), Quarterly Program Management Reviews (PMRs), SOC1 Draft and Final Reports, and other contractual deliverables
  • Manage financial forecasting, earned value tracking, labor reporting, and CLIN-level cost management across CPAF and Cost-Reimbursement structures.
  • Ensure compliance with Service Contract Reporting requirements via SAM.gov and other mandated reporting platforms
  • Interface with the Task Order Management Portal and ASSIST to provide accurate, real-time financial and operational data visibility.
  • Oversee Travel Authorization Requests (TARs), Requests to Initiate Purchase (RIPs), invoicing workflows, and Government concurrence processes
  • Support annual SOC1 audit preparation, documentation updates, and engagement with external auditors
  • Support the Government in performing all auditing and audit reporting for annual SOC1 audits.
  • Lead transition-in and transition-out governance planning to ensure continuity of operations and minimal service disruption
  • Lead and mentor a team of project managers and support staff.
  • Foster a collaborative and high-performance team environment.
  • Provide regular feedback and performance evaluations.
  • Develop and implement team training and development plans.
  • Ensure team alignment with organizational goals and objectives.


Basic Qualifications:
  • Bachelor's degree in Business Administration, Management, Finance, or related discipline and 12 + years of relevant experience OR Master's degree in a related field and 10 + years of relevant experience.
  • Minimum of 10 years of experience in program management, including managing large-scale IT projects.
  • Proven experience in financial forecasting, contract deliverables, and labor reporting.
  • Strong understanding of project management methodologies and tools.
  • Experience developing and maintaining Project Management Plans (PMPs), MSRs, PMRs, and audit documentation.
  • Excellent communication and interpersonal skills.
  • Ability to manage multiple tasks and projects simultaneously.
  • Demonstrated experience leading and mentoring project management personnel.
  • Experience with SAM.gov reporting and compliance requirements.


Preferred Qualifications:
  • Experience leading PMO modernization initiatives in large, complex programs.
  • Experience managing cost-reimbursable and CPAF contract structures, including CLIN tracking and financial forecasting.
  • Experience operating within SAFe or other large-scale Agile frameworks.
  • Experience overseeing Government risk, issue, and dependency management processes.
  • PMP (Project Management Professional) certification.
  • Experience supporting DoD enterprise data, analytics, AI, or DevSecOps programs.
  • Experience supporting SOC1 audits and internal control frameworks.
  • Experience managing enterprise reporting in ASSIST or similar Government portals.
  • Experience implementing Lean Portfolio Management or performance-based governance models.
  • Familiarity with cloud-based data
