Position Description & Qualifications

Serco is seeking an experienced Senior Project Administrator to provide high-level project, program, and operational support for a portfolio of programs, ensuring seamless day-to-day operations and successful execution of program requirements. This position will execute, monitor, and support program business functions and serve as an operations resource across the program's geographically dispersed service areas.

Must be able to obtain/maintain/transfer a U.S. Department of War (DoW) Secret security clearance.

This position requires a unique blend of program operations and management team support, business office management, administrative oversight, and coordination with program managers on program personnel onboarding, offboarding, and job posting cycle management.

Serve as a key point of contact and liaison among project and program managers, site and task leadership, internal departments, employees, and other stakeholders to ensure operational requirements and internal and external customer needs are effectively addressed. Monitor project and operational activities, identify issues or potential gaps, communicate relevant information to program leadership, and assist in developing and implementing solutions.

This position is an advanced individual contributor or SME role requiring significant experience, sound judgment, initiative, and the ability to independently plan and accomplish goals across multiple programs, locations, and teams with limited supervision and extensive latitude for independent judgment.

In this role, you will:
  • Provide high-level project, administrative, and operational support to program managers and site/task leadership, coordinating activities across multiple programs, locations, and geographically dispersed teams.
  • Coordinate program job requisitions and postings for a portfolio of programs, including collaboration with hiring managers, JR development, drafting and editing, review coordination, submission to Recruiting, tracking through hire, and maintenance of an organized library of current and historical requisitions.
  • Coordinate and support program-level employee onboarding and offboarding in conjunction with program managers, serving as a liaison between senior management and incoming or departing team members and facilitating program-specific requirements.
  • Coordinate, monitor, and track onboarding activities through the employees' first 30 days to help ensure required actions are completed and issues are identified and addressed in a timely manner.
  • Coordinate and support Government access requests and credential transfers and surrenders for program personnel across multiple customer sites, including Common Access Cards (CACs), shipyard badges, Flank Speed accounts, and other required access or credentials.
  • Coordinate and monitor project and operational activities, timelines, assigned tasks, deliverables, and administrative requirements, communicating status, issues, and relevant information to project and program leadership.
  • Serve as a liaison among program leadership, site/task leadership, employees, internal departments, customers, and other stakeholders to facilitate communication, resolve administrative and operational issues, and support successful program execution.
  • Prepare, edit, develop, and maintain reports, presentations, metrics, trackers, documentation, and other written materials for distribution to internal and external stakeholders.
  • Monitor program business activities within the position's scope to support alignment with contract requirements, quality expectations, and Serco policies and procedures. Identify discrepancies or issues and coordinate with appropriate stakeholders to support timely resolution.
  • Support the execution of contract and program requirements, which may include collecting and submitting supporting data and metrics, monitoring due dates and deliverables, and ensuring timely completion of written reports for stakeholders, customers, and Serco leadership.
  • Support the potential stand-up and ongoing management of a Serco office in Bremerton, WA, including coordination of office establishment activities and oversight of day-to-day office and facility operations in accordance with Serco policies and procedures.
  • Identify administrative and operational process gaps and opportunities for workflow improvement; recommend solutions and enhancements and support implementation of approved changes.
  • Apply experience and independent judgment to plan, prioritize, and accomplish multiple concurrent assignments with limited supervision.
  • Assist and provide guidance to less experienced team members as needed.
  • Perform other duties as assigned to support program objectives and evolving operational requirements.


To be successful, you will have:
  • The ability to obtain/maintain/transfer a DoW Secret security clearance.
    • A U.S. citizenship.
  • A Bachelor's degree and 8 years of relevant professional experience in project/program administration, operations, human resources, business administration, or a related role supporting a large or complex portfolio.
  • An advanced individual contributor or SME with demonstrated experience applying sound judgment, initiative, and independent decision-making while executing responsibilities with limited oversight and guidance.
  • An outstanding organizational, coordination, and time-management skills, with demonstrated ability to manage competing priorities, multiple concurrent responsibilities, and firm deadlines.
  • To demonstrate ability to coordinate and monitor multiple projects, business activities, timelines, tasks, and deliverables in a fast-paced and changing environment.
  • A strong problem-solving skills and a proactive approach to identifying and addressing administrative and operational challenges.
  • A strong tracking and monitoring skills with excellent attention to detail.
  • A strong customer service orientation and excellent written, verbal, and interpersonal communication skills, with the ability to respectfully and effectively engage internal and external customers and stakeholders at all levels to achieve successful outcomes.
  • To demonstrate ability to collaborate effectively with others and continuously evaluate and improve existing processes and procedures.
  • Proficiency with Microsoft 365 applications and related business productivity tools.
  • The ability to travel 10%.


Preferred Qualifications:
  • Advanced proficiency with Microsoft 365 tools and applications, including SharePoint and Power BI.
  • Previous experience supporting multiple programs, geographically dispersed teams, or complex project/program operations.
  • Prior military service and/or professional experience supporting the Naval Maintenance Community, United States Navy, or Department of War.
