This position is located in the Department of Health and Human Services, Program Support Center, headquartered in Rockville, Maryland.

WHAT YOU'LL BE DOING DAY TO DAY

As a Service Director, you will use your knowledge and experience to optimize business results and customer experience by:

  • Directing and supporting the day-to-day physical security, emergency management, and safety operations for the Hubert H. Humphrey (HHH), 5600 Fishers Lane, and Mary E. Switzer facilities.
  • Managing the Occupant Emergency Organization (OEO), ensuring appropriate staffing, training, and operational readiness, and conducts facility security assessments to identify vulnerabilities and implement corrective actions.
  • Providing executive leadership and oversight for physical security, emergency management, and occupational safety programs across HHS at the Department-wide level.
  • Maintaining continuous awareness of all contracts and the impact on the overall expense line.

WHAT WE ARE LOOKING FOR

Minimum Qualifications: You must have one year of specialized experience to perform successfully the duties of the position. To be creditable, specialized experience must have been equivalent to at least the GS-14 grade level in the Federal service performing ALL of the following:

  • Overseeing physical security programs for large or complex facilities, including management of visitor access control, oversight of contract security personnel, administration of Physical Access Control Systems (PACS), and coordination of security incident response and reporting;
  • Managing emergency management and preparedness programs within a federal or large organizational environment, including development and implementation of Occupant Emergency Plans (OEPs), active shooter or active threat preparedness programs, and emergency notification systems;
  • Providing enterprise-level leadership and policy guidance for physical security, emergency management, and occupational safety programs across multiple offices or geographically dispersed locations; and
  • Providing oversight of administrative operations, including human resources, contracting and procurement, and budget and fiscal management.
