Job Title Senior Web Portal Programmer Location Virginia Beach, VA, US Organization Name Programmers Work Schedule and Other Information Monday - Friday, 8:00am - 4:30pm Brief Description With minimal supervision, the Senior Web Portal Programmer provides technical leadership in the design, development, integration, and maintenance of complex web-based applications and enterprise content management solutions. This position leverages advanced expertise in HTML, Java, JavaScript, .NET, Drupal, and Microsoft 365 technologies-including SharePoint, Teams, and OneDrive-to architect secure, scalable solutions. The Senior Web Portal Programmer works with other members of the Information Technology Division in support of consultants and HRSD business users in developing web-enabled applications and search engines that meet the requirements of the user community within and outside of HRSD. This role functions as a senior technical resource, mentor, and subject matter expert in modern portal technologies, web application development practices, and information governance; and collaborates with vendors, contractors, and consultants to troubleshoot complex issues. Education
Required
• Bachelor's degree in an information technology related field, communications, or other relevant areas of study or a combination of education, experience, and/or certification(s) that provide the necessary technical competencies to perform in this position.
• Education equivalency equals two (2) years of directly related professional experience for every year of education not completed. The stated experience is in addition to any experience used to meet the education equivalency.
Experience
Required
• Minimum of four (4) years of progressively responsible experience in web development, content management systems, and enterprise web portal administration.
• Minimum of four (4) years of Microsoft 365 administration with advanced expertise in SharePoint site architecture, governance, and Teams integration.
• Demonstrated experience leading technical projects, mentoring junior programmers, and advising stakeholders on best practices for modern web solutions.
Desired
• Familiarity with Microsoft PowerApps, Power Automate and PowerShell.
• Experience in writing technical documentation.
• Familiarity with the Library of Virginia's document retention, data management policies and procedures.
Licenses and Certifications Requirements
• Microsoft 365 Fundamentals (Exam MS-900) or Microsoft 365 Copilot and Agent Administration Fundamentals (Exam AB-900) or commensurate with HRSD's established standard (generally no more than one version behind current).
• Must possess and maintain a valid driver's license from state of residence.
