Full Job Description

The National Systems Group serves as the technical advisor to the Intelligence Community (IC) and its mission partners involved in the collection and distribution of national and tactical intelligence, including electronics programs, advanced technologies, ground and communications, imagery programs, and systems engineering and launch.

From within the Office of the Director of National Intelligence (ODNI), the National Intelligence Council for Space (NIC-Space) coordinates space policy, strategy, engagement, and the integration of all aspects of the Intelligence Community's efforts for the Space Enterprise. The Strategic Capabilities Office at ODNI advances the integration of mission priorities and capability needs across the IC to meet future challenges and opportunities in support of our Nation’s security. The Aerospace team supports both the NIC-Space and SCO leadership by providing deep technical guidance on space capabilities, operations, integration, and policy. Aerospace is looking for a Senior Technology and Policy Integration Lead (Senior Project Leader - Enterprise Systems Engineering).

This position is an 100% onsite role in Tysons Corner and Chantilly, Virginia.

What You’ll Be Doing

  • Act as the primary Aerospace advisor to senior leaders across ODNI on issues related to space integration, policy, and strategy.
  • Develop and maintain a comprehensive awareness and understanding of current and developing national security space architectures, threats, and commercial systems.
  • Advance the integration of projects that span across NIC-Space and SCO and help integrate technology by connecting experts across the IC and within Aerospace.
  • Build and maintain relationships with other intelligence community elements and national security space organizations, facilitate the exchange of information and analysis, and perform research tasks to address future space systems with effective assessments & recommendations.
  • Formulate, lead, and manage several, simultaneous high-performing and fast-paced teams of Aerospace subject matter experts in multiple disciplines to deliver strategic analysis and study results for senior customers.
  • Operate strategically to propose new areas, projects, and tasks to expand Aerospace’s impact on IC/DoW enterprise space integration for multiple divisions and offices across ODNI and other IC elements.
  • Mentor Aerospace team members to build up leadership capabilities and strategic understanding.
  • You will collaborate throughout the Aerospace Engineering & Technology Group to proactively meet customer requirements with comprehensive technical expertise and the application of analytical tools.
  • Engage with and coordinate with stakeholders across Aerospace and other IC elements to understand mission needs and operations.
  • Perform duties, responsibilities, and activities assigned as needed.

What You Need to be Successful

Minimum Requirements for Senior Project Leader – Enterprise Systems Engineering:

  • Bachelor’s or higher degree in applicable STEM areas or other relevant disciplines
  • 10 or more years of increasing responsibility and applicable experience in engineering, technical, or strategic planning roles
  • Demonstrated effective skills in communication, organization, time management, and resource tracking.
  • Experience in leading interagency or multidisciplinary teams.
  • Demonstrated experience in strategy and policy development within the IC, DoW, or space industry.
  • Proven ability to quickly analyze technical material and provide clear, concise, and timely assessments in support of decision making and strategic planning.
  • This position requires a current and active TS/SCI security clearance and polygraph, which is issued by the US government. U.S citizenship is required to obtain a security clearance.

  • Advanced degree in applicable STEM areas or other relevant disciplines
  • Significant and demonstrated experience and deep technical knowledge of aspects of the IC missions and operations, current or future space system architectures, or relevant commercial technologies.
  • Demonstrated ability to build relationships with other intelligence community elements and national security space organizations, working groups, or senior leaders.
  • Demonstrated strategic thinker with the ability to think ahead and anticipate potential problems or identify patterns and make meaning out of overarching trends.
  • Experience with intelligence analysis including a demonstrated ability to analyze a wide variety of data and the skills to write clear and concise intelligence products.
  • Significant experience in engineering or analysis of space/ground systems and architecture assessments, advanced sensors, end-to-end systems, cyber, communications systems, or engineering requirements
  • Skill in conducting unbiased complex research, identifying appropriate classified systems/data sources, and leveraging intelligence community capabilities in support of customers.
  • Understanding of the national security space environment including people, organizations, infrastructure, and capabilities, especially IC organizations that produce space-related intelligence.
