Full Job Description
The Senior Technical Project Manager (PM) will lead and manage complex environmental investigation, remediation, and compliance projects involving chlorinated solvent impacts in soil, groundwater, sediment, soil vapor, and indoor air. The role requires strong technical leadership, client management, project delivery, staff development, and business development capabilities. Experience with large industrial, aerospace, manufacturing, military, and brownfield remediation programs is highly desirable. Based on current Stantec environmental PM roles, emphasis is placed on managing multidisciplinary teams, technical delivery, client relationships, and financial performance.

Key Responsibilities

Project and Program Management
  • Manage large-scale environmental remediation projects from proposal through closure.
  • Develop project scopes, schedules, budgets, and health and safety plans.
  • Lead multidisciplinary teams of geologists, engineers, hydrogeologists, risk assessors, and environmental scientists.
  • Monitor project financial performance, including revenue, profitability, utilization, and forecasting.
  • Coordinate subcontractors, laboratories, drilling contractors, and remediation vendors.
  • Maintain quality assurance and quality control standards.

Technical Leadership
  • Serve as a technical lead for sites impacted by:
    • PCE (Tetrachloroethylene)
    • TCE (Trichloroethylene)
    • cis-1,2-DCE
    • Vinyl Chloride
    • Other chlorinated VOCs
  • Design and oversee:
    • Site investigations
    • Groundwater characterization
    • Soil vapor intrusion assessments
    • Human health and ecological risk assessments
    • Remedial investigations/feasibility studies (RI/FS)
    • Corrective action programs
  • Evaluate and implement remediation technologies such as:
    • In situ chemical reduction (ISCR)
    • In situ chemical oxidation (ISCO)
    • Enhanced reductive dechlorination (ERD)
    • Thermal remediation
    • Soil vapor extraction (SVE)
    • Dual-phase extraction (DPE)
    • Air sparging
    • Monitored natural attenuation (MNA)

Client Relationship Management
  • Act as primary client contact for key accounts.
  • Support strategic planning with industrial, aerospace, petroleum, manufacturing, and government clients.
  • Prepare and present technical findings to clients, regulators, and stakeholders.
  • Maintain long-term client relationships while identifying opportunities for additional services.

Business Development
  • Lead proposal preparation and pricing.
  • Support capture planning and opportunity pursuit.
  • Identify new clients and expand existing accounts.
  • Participate in industry organizations and conferences.

Regulatory Expertise

Demonstrated experience working with:
  • EPA CERCLA/Superfund programs
  • RCRA Corrective Action
  • State cleanup programs
  • Vapor intrusion guidance
  • UST and industrial facility closure programs
  • California DTSC and Regional Water Board programs (preferred for West Coast positions)

Required Qualifications
  • S. or M.S. in Environmental Engineering, Civil Engineering, Geological Engineering, Hydrogeology, Geology, or related field.
  • 12+ years of environmental consulting experience.
  • 7+ years managing complex remediation projects.
  • Demonstrated success managing projects exceeding $500K to $5M+ annually.
  • Significant chlorinated solvent investigation and remediation experience.

Licenses and Certifications (Preferred)
  • California PE
  • PG
  • CHG
  • PMP
  • REM
  • CHMM
