Reports To: Director of Corporate Scheduling
Location: San Jose, CA
Salary Range: $78,750 to $118,125

ABOUT THE ROLEThe Sr Substance Abuse Coordinator is responsible for the day-to-day administration and coordination of the company's substance abuse program across business units and project sites. This role supports program execution under the direction of senior leadership and in partnership with Safety, HR, Production, and General Contractors (GCs).

The Senior Coordinator ensures processes run smoothly, maintains accurate records, and coordinates with internal and external stakeholders.

The role is ideal for someone who understands CEI's business, project environments, and union considerations, and who can manage sensitive information with professionalism and accuracy.

Program Administration & Coordination
  • Administer the company's Drug & Alcohol Program across applicable projects and business units
  • Support program rollout as new projects come online, recognizing that not all projects participate (e.g., GC-led programs)
  • Partner with leadership to track which projects are on/off the program (no decision-making ownership)
  • Maintain program documentation, spreadsheets, and tracking systems

Project & Union Coordination
  • Coordinate with project teams across multiple job sites, each governed by different union agreements and requirements
  • Support compliance with collective bargaining agreements and project-specific testing requirements
  • Work closely with Production, Safety, and HR to ensure alignment at the site level

Vendor & Third-Party Coordination
  • Serve as the primary liaison with third-party administrators (TPAs), collection sites, laboratories, and Medical Review Officers (MROs)
  • Coordinate testing logistics including pre-employment, random, post-incident, and other required testing
  • Track vendor performance and resolve administrative issues

Data Tracking, Reporting & Compliance Support
  • Maintain accurate and confidential program records in compliance with company standards
  • Track program metrics and trends; prepare reports for leadership review
  • Support audits, investigations, and compliance reviews
  • Ensure proper handling of sensitive and confidential information
  • Ensure compliance with applicable laws, regulations, collective bargaining agreements, and owner/contract-specific requirements.

Cross-Functional Support
  • Partner with:
    • Safety and HR for program administration and compliance coordination
    • Production teams at project sites
  • Support communication and training coordination as needed (not program ownership)

ABOUT YOU
  • Highly organized with strong attention to detail; able to manage multiple workstreams and datasets
  • Strong administrative and coordination skills, particularly with spreadsheets and vendor management
  • Professional and discreet in handling sensitive and confidential information
  • Working understanding of construction environments and project-based operations
  • Familiarity with union environments and collective bargaining agreements is highly valued
  • Comfortable working across multiple stakeholders without direct authority

MINIMUM QUALIFICATIONSAny combination of education and experience that would likely provide the required knowledge, skills and abilities as well as possession of any required licenses or certifications is qualifying.

Experience:
  • 5-8 years of experience in program coordination, compliance administration, HR, Safety, or related functions
  • Experience in construction, utilities, manufacturing, or other highly regulated industries preferred
  • Experience supporting programs across multiple locations or business units
  • Experience working in a union environment and interpreting collective bargaining agreements is a significant advantage.

Preferred Qualifications: Approximately 10% travel to support project coordination.
