POSITION DETAILS

CLASSIFICATION:

This position is classified at the RE-07 group and level which is roughly equivalent to the EX-02 group and level. This is not an executive position; however, the salary is roughly equivalent.

LOCATION:

This position is located in Toronto. Other satellite locations such as Ottawa, Montreal and Vancouver may be approved, depending on worksite availability.

OSFI's work model includes telework and mandatory onsite presence. The terms of the employee's telework arrangement will be established in accordance with the Directive on Telework and related organizational directions. These arrangements must be reviewed annually, at a minimum, and can be subject to change. OSFI employees are currently required to work in the office 4 days per week, however this may be subject to change depending on new direction.

PROCESS INTENT

The immediate need is to staff one (1) position with a language requirement of English essential on an indeterminate (permanent) basis.

A pool of qualified or partially qualified candidates may be created to staff similar or identical positions with various linguistic requirements and/or profiles, security requirements, tenures, and/or locations within the Office of the Superintendent of Financial Institutions (OSFI), which may vary according to the position being staffed.

KEY RESPONSIBILITIES

The Senior Specialist, Credit Risk Division, leads complex supervisory reviews of federally regulated financial institutions and monitors emerging credit and provisioning risks across the industry. The role provides expert advice on credit risk management, underwriting, governance, and provisioning practices; leads multidisciplinary review teams; engages with senior industry stakeholders; contributes to supervisory policy and methodology development; and supports the development of supervisory expertise through coaching and knowledge sharing.

ESSENTIAL EDUCATION:
  • A degree OR diploma from a recognized post-secondary institution with specialization in business, commerce, economics, finance, mathematics, actuarial science, accounting or other relevant field OR an acceptable combination (1*) of relevant experience AND education or training.

ESSENTIAL EXPERIENCE:
  • Recent and significant (2*) experience in supervisory activities related to credit risk, including the identification of credit risk and the assessment of credit risk management and oversight practices within financial institutions.
  • Experience in coaching, managing or leading multidisciplinary teams leading reviews.
  • Experience leading or directing meetings with executives.


*NOTE:

(2*) Recent and significant is defined as the depth and breadth of the experience normally associated with the performance of the duties for a period of 3 years within approximately the last 5 years.

  • Knowledge of current and emerging credit related issues or trends for both retail and wholesale.
  • Knowledge of economic, financial and business indicators which impact credit risk.
  • Knowledge of the oversight and control functions in financial institutions including Risk Management and Operational Management as well as other relevant areas with particular emphasis on credit risk and provisioning practices.
  • Knowledge of OSFI guidance related to credit risk for retail and wholesale.

ASSET QUALIFICATIONS

ASSET EXPERIENCE:
  • Experience in developing or interpreting or analyzing the impact of capital policy or rules for deposit-taking institutions.

  • Experience building or validating models that explore capital or credit for financial institutions.
