Position Overview

Pantheon Data is seeking a Senior Software Developer with expertise in Microsoft C# and .NET frameworks to support the Defense Health Agency (DHA) in modernizing and migrating legacy applications to AWS GovCloud. The developer will play a key role in re-architecting mission-critical applications to improve scalability, security, and compliance within DHA's enterprise IT environment. This role requires deep technical proficiency, strong collaboration skills, and the ability to deliver cloud-ready solutions aligned with stringent federal standards.

Responsibilities
  • Analyze existing C# and .NET applications to document architectures, dependencies, and integration points.
  • Lead the re-architecting and modernization of legacy .NET applications to ensure optimal performance and security in AWS GovCloud.
  • Implement code changes and system modifications to meet DHA's compliance requirements, including HIPAA, FedRAMP, and DoD Impact Level (IL) standards.
  • Collaborate with DevSecOps teams to integrate secure coding practices, CI/CD pipelines, Git repositories, and automated testing into migration workflows.
  • Design and execute migration strategies for transitioning applications from on-premises to cloud-native AWS services.
  • Modify, optimize, and refactor applications to leverage AWS services (e.g., EC2, S3, RDS, Lambda) for scalability and resiliency.
  • Develop new cloud-native features and functionalities to enhance DHA's enterprise applications.
  • Conduct unit, regression, and performance testing to validate applications in the DHA cloud environment.
  • Ensure security, compliance, and auditability are embedded throughout the software development lifecycle.
  • Communicate progress, risks, and technical challenges clearly to DHA stakeholders and leadership.
  • Produce detailed documentation, migration playbooks, and best practices to support repeatable and scalable modernization efforts.

Required Skills and Experience
  • Bachelor's degree in Computer Science, Information Systems, Business Administration, or a related field.
  • Minimum of 8 years of experience in software development with a strong background in C# and .NET frameworks.
  • Proven experience in migrating and re-architecting applications to AWS cloud environments.
  • Familiarity with AWS services and cloud architecture best practices.
  • Strong understanding of cloud computing concepts and AWS services.
  • Experience working within federal environments, adhering to various security and compliance standards.
  • Strong knowledge of DevOps principles and experience with Git and associated tools.
  • Excellent problem-solving skills and ability to work independently or as part of a team.
  • Effective communication and teamwork abilities.

Clearance Requirements

U.S. Citizenship with the ability to obtain and maintain a DoD Secret clearance.

Compensation

The salary range for this position is $110,000 - $130,000. This is not, however, a guarantee of compensation or salary. Rather, salary will be set based on experience, geographic location and possibly contractual requirements and could fall outside of this range.
