Senior Safety Manager in Pflugerville, TX!
The Senior Safety Manager serves as the company's senior safety authority for all Rolling Owner-Controlled Insurance Program (ROCIP) projects. This role owns ROCIP safety strategy, compliance, and performance end-to-end and directly leads the site safety representatives assigned to those projects with the scope expected to grow into a broader safety team as the portfolio expands.
Beyond the ROCIP portfolio, the Senior Safety Manager conducts periodic field visits to non-ROCIP company projects to ensure consistent safety standards across all of Cash Construction's operations. The position combines hands-on construction risk oversight, contractor governance, and incident leadership with executive-level reporting and the development of scalable safety systems that advance organizational goals.
Responsibilities
ROCIP Program Leadership- Own all ROCIP-enrolled projects - serve as the senior safety leader accountable for program-wide safety strategy, regulatory compliance, and performance across the ROCIP portfolio.
- Directly supervise ROCIP site safety representatives - coach, mentor, train, evaluate, and develop direct reports to ensure consistent, high-quality execution of their roles. Scope may expand to include a broader safety team beyond the ROCIP representatives.
- Coordinate with owners, contractors, insurance stakeholders, and project teams to strengthen operational controls, reduce exposure, and improve contractor accountability across the ROCIP program.
- Lead contractor risk evaluations, field compliance assessments, and incident review processes across all ROCIP projects.
Field Oversight - ROCIP and Non-ROCIP- Conduct regular site visits across ROCIP projects and periodic visits to non-ROCIP company projects to verify safety standards, identify hazards, coach field teams, and drive consistency company-wide.
- Lead high-level incident investigations and root cause analyses - including excavation/trenching, fall protection, confined space entry, and contractor safety performance producing lessons learned and corrective actions.
Department & Program Operations- Manage day-to-day safety activity across assigned projects and programs monitoring operations and workloads, ensuring accuracy, developing standards, auditing, and establishing repeatable processes.
- Oversee the Injury Management process to ensure injured workers receive the appropriate level of care needed with OSHA record keeping standards.
- Manage the company's safety data and statistics processes.
- Partner with the assigned Safety Analyst, Donesafe Administrator, and Power BI experts to drive the safety dashboard and visible metrics per the Director of EHS's direction.
- Evaluate and recommend field training methodologies and develop and deliver training as needed
- Maintain corporate safety processes, procedures, and forms, and administer or assist in edits and updates to the Company Safety Procedures.
- Participate in tactical planning and support of corporate safety initiatives; set exemplary standards of ethics and stewardship of company resources; support the company's safety philosophy, practices, and goals; and maintain excellent communication within the Safety Department.
Qualifications
Required- Bachelor's degree in Safety & Health, Occupational Safety, Fire Science, or a related field.
- Minimum of ten (10) years in a safety role.
- Previous supervisory experience leading site safety representatives or equivalent safety field staff.
- Demonstrated construction risk oversight experience, including excavation/trenching, fall protection, and confined space operations.
- Professional certification - Graduate Safety Practitioner (GSP), Construction Health & Safety Technician (CHST), Safety Trained Supervisor Construction (STSC), Certified Safety Professional (CSP), Certified Instructional Trainer (CIT), or comparable credential. Candidates actively pursuing CSP will be considered.
- OSHA 510 and OSHA 511 (Construction), or equivalent.
Strongly Preferred- Direct experience with ROCIP or other insurance-controlled (wrap-up) construction programs.
- Advanced degree - Master of Science in Occupational Safety & Health and/or an MBA.
- 15+ years of progressive safety leadership across high-risk construction, utility, or industrial operations.
- Municipal infrastructure, water/wastewater utility, or heavy civil construction experience.
- Proficiency with safety analytics and reporting platforms (e.g., Power BI) and incident management systems (e.g., Donesafe).
- Formal root cause analysis methodology (e.g., 5 Whys).
