Senior ROW Agent provides advanced technical expertise in right-of-way acquisition and program delivery, supporting complex infrastructure and land development projects. This position is based in
Atlanta, GA, with a flexible work arrangement. Working under general direction, this role is responsible for managing sophisticated negotiations, conducting property and valuation analyses, and supporting project planning and execution. The position requires independent judgment, strong analytical capabilities, and the ability to manage complex and often sensitive stakeholder interactions while ensuring compliance with applicable laws, regulations, and company standards.
Your role - Participate in all aspects of the property acquisition process, supporting project delivery from initial planning through acquisition and closeout.
- Lead and negotiate complex property acquisitions, including those involving businesses, non-monetary considerations, and design-related impacts.
- Prepare and review market value appraisals for land acquisitions, ensuring accuracy, compliance, and alignment with project needs.
- Develop and complete complex right-of-way cost estimates to support project planning and budgeting.
- Conduct research of deeds, tax records, chains of title, and other property-related documentation to support land acquisition activities.
- Review and inspect right-of-way and construction plans for proposed roadway and infrastructure projects.
- Review administrative settlements and provide recommendations for approval.
- Deliver relocation advisory services to displaced individuals and businesses, including planning, calculating housing payments, and preparing or reviewing relocation claims.
- Collaborate with public agencies to address the needs of displaced property owners and occupants.
- Oversee site readiness activities, including coordinating asbestos abatement plans and the demolition/removal of improvements.
- Conduct property appraisals or provide appraisal review support for a wide range of real estate assets, including commercial and industrial properties.
- Support project teams by preparing analyses, schedules, and technical documentation.
- Interpret and communicate right-of-way policies, procedures, and regulatory requirements to clients and stakeholders.
- Collaborate with planning, design, surveying, environmental, and project management teams to identify and resolve right-of-way impacts.
- Develop and maintain strong working relationships with fee appraisers, specialty contractors, attorneys, engineers, utility companies, and local government personnel.
- Participate in the selection of right-of-way consultants, contribute to proposal development, and support client presentations.
- Supervise and provide guidance to junior staff, technicians, and support personnel on project assignments.
- Build and maintain relationships with clients, consultants, property owners, and government agencies.
- Perform additional duties as assigned in support of project and organizational objectives.
Your role - Bachelor's degree in Real Estate, Business Administration, or a related field with 7+ years of relevant experience in real estate, property management, or right-of-way services, or 17+ years of equivalent professional experience without a degree.
- Licensed by the applicable State Real Estate Commission and Appraisal Board (or ability to obtain, with exceptions subject to leadership approval).
- Demonstrated expertise in right-of-way acquisition, negotiation, property valuation, and relocation services.
- Experience collaborating with multidisciplinary teams and managing stakeholder relationships.
- Strong analytical and problem-solving skills with the ability to interpret data and make sound, independent decisions.
- Proven ability to negotiate effectively in complex and sensitive situations.
- Working knowledge of applicable state and federal regulations, procedures, and statutes related to right-of-way.
- Ability to exercise independent judgment in developing cost estimates, recommending settlements, and resolving issues.
- Leadership skills with experience mentoring or supervising junior staff preferred.
- Excellent written and verbal communication skills, including strong report writing and presentation abilities.

Additional information Expected compensation range is between $82,200 - $137,100 annually depending on skills, experience, and geographical location.
