Job Description

HII - Mission Technologies has an opportunity available for senior-level RF Engineer with a minimum of twenty years of experience supporting Federal spectrum-dependent systems.The position will provide technical, regulatory, and policy support to Federal customers including participation in federal and international spectrum-management processes, including NTIA and ITU activities.

Salary for this position will be determined based on the candidate's experience, qualifications, and skill set, while also considering internal equity and market competitiveness.

LEVEL 3 - $108,606 - $155,151

LEVEL 4 - $129,850 - $185,500

Essential Job Responsibilities

  • Provide expert RF engineering support for Federal communications, navigation, and spectrum-dependent systems.
  • Apply deep knowledge of RF propagation models, spectrum engineering, frequency management, and electromagnetic compatibility.
  • Lead large-scale electromagnetic compatibility studies through the employment of modeling and simulation tools to evaluate feasibility of RF coexistence between desperate system types protecting against both co-channel and adjacent-channel interference.
  • Support engagement in NTIA Interdepartmental Radio Advisory Committee (IRAC) activities and subcommittees.
  • Contribute to U.S. preparation for World Radiocommunication Conferences, ITU R Study Groups, Working Parties, Conference Preparatory Meetings, and regional telecommunications organizations.
  • Develop recommended positions for NTIA spectrum management and allocation proceedings, including issues addressed in IRAC, Radio Conference Subcommittee, Technical Subcommittee, Frequency Assignment Subcommittee, and Spectrum Planning Subcommittee.
  • Review, assess, and interpret technical studies related to spectrum sharing, interference protection, propagation modeling, emissions limits, power flux density limits, coordination criteria, and protection requirements.
  • Translate complex technical and regulatory proposals into clear operational impacts, risks, opportunities, and recommended actions for senior DoD leaders.
  • Support coordination with NTIA, FCC, Department of State, other federal agencies, industry stakeholders, and U.S. and international delegations.
  • Evaluate operational and technical effects of spectrum allocation and regulatory proposals on DoD systems and missions.
  • Apply working knowledge of frequency allocations, radio services, interference protection criteria, spectrum sharing concepts, and domestic and international regulatory processes.
  • Prepare senior leader briefings, decision memoranda, technical regulatory recommendations, and agency positions.


Minimum Qualifications

LEVEL 3 - 5 years relevant experience with Bachelors in related field; 3 years relevant experience with Masters in realted field; 0 years experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 9 years relevant experience.

LEVEL 4 - 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in realted field; or High School Diploma or equivalent and 13 years relevant experience.

  • Deep familiarity with Federal spectrum-dependent systems.
  • Knowledge of NTIA Redbook requirements and federal spectrum regulatory frameworks.
  • Demonstrated experience in developing technical and regulatory recommendations for senior leadership.
  • Proven ability to assess electromagnetic compatibility issues and spectrum sharing impacts.
  • Clearance - An active SECRET security clearance is required.


Preferred Requirements

  • Direct experience with NTIA IRAC processes and subcommittees.
  • Familiarity with ITU Radio Regulations, NTIA Manual of Regulations and Procedures for Federal Radio Frequency Management, U.S. Table of Frequency Allocations, ITU R Recommendations and Reports, and WRC resolutions and agenda items.


Physical Requirements

May require working in an office, industrial, shipboard, or laboratory environment. Capable of climbing ladders and tolerating confined spaces and extreme temperature variances.
