Full Job Description
Everforth ECS is seeking a Senior Quality Manager to work in the National Capital Region covering the Pentagon, Falls Church, and Fairfax. Please Note: This position is contingent upon contract award.

The War Data Platform (WDP) is a key initiative within the U.S. Department of War's (DoW) AI-First strategy introduced in early 2026. The WDP focuses on operational warfighting data and aims to accelerate the deployment of artificial intelligence (AI) on the battlefield. The WDP extends to Unclassified, Secret, and Top Secret environments, and supports collaboration between Combatant Commands, Joint Staff directorates, Senior Executive Service leaders, and operational analysts.
• The Senior Quality Manager serves as the Task Order authority for Quality Management Plan governance, SOC1 audit readiness, and continuous improvement operations across the WDP Core Integration portfolio, ensuring that all program deliverables, technical outputs, and service delivery activities consistently meet Government-defined standards for reliability, accuracy, completeness, and compliance. In this role, the Senior Quality Manager integrates proactive quality assurance, reactive quality control, and data-driven corrective action programs into a unified governance framework that strengthens mission execution, sustains audit readiness, and drives measurable performance improvement across the full Task Order lifecycle.
• Leads quality management for the Task Order and maintains a current Quality Management Plan that integrates quality control and quality assurance with program management, technical execution, and audit activities.
• Defines how quality is planned, monitored, reviewed, and improved by publishing governance, roles, review gates, and working instructions that describe step-by-step execution.
• Writes standards and acceptance criteria for each deliverable type and provides checklists that reviewers and approvers use during quality checks.
• Aligns Service Level Objectives and performance measures to Task Order objectives and builds dashboards that track timeliness, accuracy, completeness, traceability, defect leakage, and corrective and preventive action cycle time.
• Monitors performance using review data, defect logs, and feedback from Government oversight and Program Management Review sessions.
• Leads root cause analysis, documents corrective and preventive actions, verifies effectiveness, and records lessons learned that drive continuous improvement.
• Maintains controlled evidence repositories, version control, and submission records that support audit readiness.
• Coordinates quality activities for Monthly Status Reports, Project Management Plan updates, transition documentation, SOC1 Type 2 evidence, and procurement artifacts to strengthen mission execution, command reporting, and measurable program value across the Task Order.
• Performs other duties as assigned.
• Current Secret security clearance with the ability to obtain and maintain a Top Secret (TS) security clearance with Sensitive Compartmented Information (SCI).
• 10 or more years of progressive experience in quality management, quality assurance, or a closely related discipline, with demonstrated experience leading formal quality programs for large-scale federal or defense contracts.
• Active American Society for Quality (ASQ) Certified Six Sigma Green Belt (CSSGB) certification, demonstrating proficiency in process improvement methodologies, defect analysis, root cause investigation, and data-driven quality governance.
• Demonstrated experience developing, implementing, and maintaining a formal Quality Management Plan that defines quality planning, monitoring, review, and continuous improvement processes aligned to Government contract requirements, Program Work Statement obligations, and Contracting Officer Representative oversight cycles.
• Proven ability to develop and enforce deliverable-specific quality standards, acceptance criteria, and reviewer checklists that govern authoring, technical review, quality control, approval, and submission workflows across a multi-functional program team.
• Experience managing SOC1 Type 2 audit readiness activities, including coordination of Provided by Client evidence requests, policy and documentation reviews, auditor observation support, and preparation of Section III Management System Description content in accordance with a June 30 annual attestation period end date.
• Demonstrated proficiency developing and managing performance dashboards that track Service Level Objective compliance, on-time submission rates, defect leakage metrics, and corrective and preventive action cycle times, and presenting performance data to Government Program Managers and oversight personnel.
• Proven ability to lead structured root cause analysis investigations, develop and implement Corrective and Preventive Action plans, verify effectiveness of implemented remedies, and integrate lessons learned into updated templates, working instructions, and quality gate procedures.
• Strong problem-solving and decision-making capabilities, with a proven ability to weigh the relative costs and benefits of potential actions and identify the most appropriate solution.
• Highly developed interpersonal and oral/written communication skills, with the ability to effectively and professionally interact with a diverse set of stakeholders (from peers to end-users to executive management).
