Project Overview:

Bechtel Infrastructure & Power is executing the EPC delivery, currently in early works and site mobilization for a multi-billion-dollar natural gas-fired power generation program near Cheyenne, Wyoming, adding approximately 2.7 GW of new capacity under a "bring your own power" model to supply a major AI data center campus. This position initially supports preconstruction planning from the home office or on a single-status basis, ahead of relocation to Cheyenne upon field mobilization.

Job Summary:

Reporting to the Project Quality Manager under the Quality Specialist job architecture, the Senior Quality Engineer (Civil) provides quality oversight and assurance for the Cheyenne Power Hub, with primary emphasis on the civil and structural scope, and maintains and verifies implementation of the Project QMS and the project's quality commitments. Upon mobilization to Cheyenne, the engineer delivers day-to-day oversight and support to Field Engineering, Supply Chain, and Resident Engineering, and leads audits, causal analyses, and corrective-action assignments using independent judgment. Some travel may be required.#LI-VB1

Major Responsibilities:

Quality Management System & Quality Oversight
  • Support and verify implementation of the Project Quality Plan (PQP) and Project QMS across all project phases, and monitor and report on the status and overall effectiveness of implementation against the project's quality commitments and objectives.
  • Verify materials, workmanship, and specification/code requirements with emphasis on civil/structural scopes - earthworks, access roads, deep and shallow foundations, cast-in-place concrete and reinforcing steel, underground utilities, and structural steel - and review schedules for timely PQP implementation.
  • Identify and record quality concerns; initiate documented corrective actions and manage them to closure in the Closed Loop Corrective Action (CLCA) system (DevonWay); lead Root Cause and causal analysis to prevent recurrence; and develop quality metrics, verify Best Practices and Lessons Learned, and lead Project QMS orientation and training for project personnel.

Audits, Surveillance & Reporting
  • Support the Project Quality Audit & Surveillance Schedule and independently plan, perform, and document internal and external audits and surveillances of Bechtel and of subcontractors and suppliers, managing the closure of findings with minimal supervision.
  • Represent the project during quality assurance audits conducted by clients, management, or regulatory agencies; maintain client liaison for quality-related activities; and report progress to the Project Quality Manager, including inputs to the weekly and monthly project progress reports.


Education and Experience Requirements:

  • Bachelor's degree (or international equivalent) in Civil Engineering or a related engineering or scientific discipline - or specialized courses in engineering and quality - with 8-10 years of relevant experience, or 12-14 years of relevant work experience in engineering, procurement, construction, testing, and commissioning & startup.


Required Knowledge and Skills:

  • Civil/structural background with demonstrated quality experience across earthworks and site development, access roads, deep and shallow foundations, cast-in-place concrete and reinforcing steel, underground utilities, and structural steel on heavy industrial or power projects.
  • Construction and inspection experience preferred; power generation (combined cycle gas turbine / gas-fired) or similar heavy industrial project experience highly preferred.
  • ISO 9001:2015 Certified Lead Auditor (IRCA accredited training course) - required - with advanced quality assurance auditor experience and familiarity with ISO 9001 criteria.
  • Technical knowledge of engineering, procurement, construction, inspection, testing, and operations practices sufficient to comprehend specified and regulatory requirements, including corrective actions for nonconforming conditions; ability to read and interpret drawings and specifications and review documents; and proficiency in oral and written communication and on-the-job training.
  • Proficiency with Microsoft software (Word, Excel, PowerPoint) and quality systems (e.g., DevonWay); Quality certification such as Six Sigma (Green/Black Belt), Lean, or CQM an advantage; and demonstrated experience with design controls and verification, process controls, supply chain, construction, start-up, and risk management, with strong analytic skills to set quality targets and drive continuous improvement.

Work requires the physical ability to conduct field inspections - extensive walking around a construction site in the heat, cold, wind, and variable weather typical of southeastern Wyoming; climbing ladders and scaffolding; and working on elevated platforms, uneven surfaces, and in confined spaces. Some lifting may be required. Must be able to enter and egress the site and use standard-issued PPE (e.g., hard hat, safety glasses, high-visibility vest, harness).
