About the Unit

This work unit exists to provide materials related guidance and direction in preconstruction and construction activities from project inception to closure. This includes providing guidance on CDOT procedures to CDOT, consultant and Local Agency (LA) personnel. The unit manages surface treatment asset funds, performs site investigations to determine existing roadway structure, and provides materials recommendations and specifications for region projects. The unit performs independent assurance testing to ensure project materials testers perform materials testing in accordance with contract requirements. The unit performs laboratory testing of soils, aggregate base course, asphalt and concrete, in accordance with CDOT and AASHTO requirements. The unit ensures that the CDOT documentation process complies with State, Federal and contract requirements, and audits quantity documentation for Region 3's approved and budgeted construction projects. This unit provides direction, instruction and guidance to Project Engineers for materials related concerns, contract modification orders, preparing As-constructed Plans, project pay quantity documentation, contract claim settlement and project budgets. The unit provides engineering and administrative support to the Region 3 (R3) Program Engineers and RTD.

About the Position

This position will be responsible for analyzing roadway distress data, recommending pavement surface treatment strategies utilizing the Deighton Total Infrastructure Management System (dTIMS) program, preparing estimates for recommended projects, preparing pavement designs and materials recommendations, project support for preconstruction and construction, and preconstruction project management and design of surface treatment projects. Will be required to stamp plans and specifications using PE license.
Your duties and responsibilities will include, but are not limited to, the following:

• Analyze current and historical pavement distress and project data with the assistance of computer modeling software to prepare a list of potential projects for the Regional annual resurfacing plan.
• Validate the accuracy of raw distress data, determine where discrepancies have occurred, and correct as appropriate. Determine the nature and extent of preliminary investigation and data analysis required to effectively evaluate the region pavement management plan.
• Develop and manage long-range resurfacing projects for inclusion in the statewide resurfacing plan, balancing technical data, observed needs, budgets, coordination with other project types, and workloads. Maintain a list of eligible projects for each residency in the region.
• Prepare budget estimates for potential projects based on the most likely rehabilitation treatment.
• Coordinate with the Region Materials Engineer and other engineering staff to determine the most likely treatments.
• Apply CDOT procedures, specifications, guidelines, engineering principles, PE license, and personal experience in the design and selection of the most economical stabilized pavement section. This process includes preparing engineering design and cost analysis methods of different categories and thicknesses of surfacing and service life used to determine the lowest life cycle cost applicable for use in construction projects.
• Perform Life Cycle Cost Analyses (LCCA) when required by the guidance provided in the Pavement Design Manual. Performing LCCA's to determine pavement type is often challenging and is scrutinized by industries. It requires detailed documentation and preparation work.
• Researches the current LCCA standard practices found in CDOT's Pavement Design Manual, conducts the analyses, documents the results, and engages with industry.
• Serve as pre-construction project manager for assigned projects, setting up and managing the PDP (Project Development Plan) and design meetings including at a minimum Scoping, FIR (Field Inspection Review), FOR (Final Office Review).
• Create PS & E (Plans, Specifications and Estimate) packages for the assigned surface treatment projects, using current CDOT approved design software. Follow the requirements of the Project Development Manual and coordinate with the design team manager for the residency by which the project will be constructed.
• Stamp the plans and specifications as a licensed Professional Engineer.
• Track various pavement treatments and compare the data to the predictions made by pavement design and pavement management programs.
• Prepare and deliver reports, presentations and training on pavement management and other materials related topics when requested by the Region Materials Engineer.
• Actively participate in the Pavement Management Technical Committee meetings and other committees and task forces.
• Attend training for pavement management and other materials related training as approved by the RME.
• Document communications and changes to the plan and submit changes to the program engineers each month.

Work Environment:

• Your schedule will be primarily Monday - Friday with opportunity for a flexible schedule
• After a training period, you may work a hybrid schedule with a combination of in-office and remote work.
• Approximately 10% spent in the field, 90% spent in the office.
• Regular travel required during work hours throughout the Region.
• Overnight travel throughout Colorado to projects throughout the Region and meetings.
• Required to operate CDOT vehicles.
• May be required to work on night projects as needed.

Minimum Qualifications

• Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers, and Professional Land Surveyors

OR

• Current, valid licensure as a Professional Engineer from another U.S. state's Board of Licensure. If meeting qualifications with an out-of-state PE license, it would be a condition of employment to obtain your Colorado PE license within six months of hire.
