Overview

Job Title: Senior Project Manager

Location: National Capital Region (Washington DC and surrounding areas)

Rivet Operations Company is looking for a Senior Project Manager to lead delivery of an enterprise-wide acquisition portfolio management framework for the Cybersecurity and Infrastructure Security Agency (CISA) in the National Capital Region.

The Senior Project Manager role owns the Project Management Plan (PMP) and project schedule. This includes covering management approach, organizational structure, staffing plan, work breakdown structure, project schedule, communication plan, risk management, quality control, performance management, and data security.

This role is also responsible for directing a multidisciplinary team spanning business process analysis, requirements, IT, and technical writing to meet all deliverable and performance standards for CISA.

Key Responsibilities
• Direct creation of the comprehensive acquisition portfolio management construct, including portfolio purpose, investment inventory, taxonomy, assessment/prioritization criteria, and governance process
• Oversee development of the acquisition pathway identification process, selection criteria, and supporting activity/documentation lists for each pathway
• Guide development of the portfolio performance management process addressing program cost, schedule, and technical performance, plus portfolio strategic value, resources, and risk tolerance
• Ensure all deliverables meet the performance standards
• Manage risk identification, tracking, and mitigation, and drive corrective action on any deficiencies identified through quality control
• Enforce records management, CUI safeguarding, and DHS security/training compliance across all assigned personnel

Requirements

Required Qualifications

• Must possess a Bachelor's degree related to the field of work.
• 5 to 7 years demonstrated experience managing a large-scale PMP across an enterprise.
• Proficiency in Microsoft Office Suite.
• Excellent verbal and written communication skills.
• 3 years supporting the DHS or another federal agency preferred.
• Prior experience within the Department of Homeland security with familiarity in cybersecurity is desired.

Physical Requirements:

Work may involve sitting or standing for extended periods of time. Position may require typing and reading from a computer screen. Must have sufficient mobility, including but not limited to bending, reaching, and kneeling to complete daily duties in a timely and efficient manner.
