Full Job Description
The Project Manager is accountable for the safe, on-time, and on-budget delivery of complex pipeline and refinery projects, including capital improvements, regulatory compliance projects, reliability upgrades, debottlenecking initiatives, and major turnarounds. The position is also responsible for all aspects of capital and expense project feasibility, detailed engineering design, procurement coordination, and construction management for assigned projects. This role provides end-to-end project leadership from concept development through commissioning and closeout, while ensuring alignment with hazardous liquid pipeline and refinery operations, maintenance, health, safety, environmental and business objectives.

Key Responsibilities

Project Leadership and Execution:

* Lead multi-disciplinary projects through CountryMark s stage gate approach through construction, commissioning and handover. This will include commissioning phases of the project as well.

* Ensure that project teams develop appropriate deliverables and that the deliverables meet quality expectations.

* Manage / lead outside engineering and construction resources to design and execute projects in CountryMark s best interest.

* Monitor engineering, procurement, and construction progress against established project schedules and key performance indicators.

* Proactively manage project status, issues, opportunities, risks, and recommendations to key stakeholders in a timely manner.

* Ensure adherence to stage-gate and capital governance processes.

* Ensure documentation, training, spares and warranties are completed.

* Capture lessons learned and support continuous improvement in project execution.

Safety, Environmental and regulatory compliance

* Champion process safety, construction safety and environmental compliance.

* Deep knowledge of 49 CFR Part 195 regulations for terminals, pipelines, and related facilities.

* Ensure projects meet OSHA, PSM, EPA, API, ASME and local regulatory requirements.

* Integrate PHA, MOC, Pre-Startup Safety Reviews (PSSR) and environmental permitting into project execution.

* Educate and coach contractors in the use of CountryMark project processes.

Cost, Schedule and Risk management

* Establish and control capital cost estimates, FID approvals and contingency strategies.

* Manage EPC contractors, licensors and vendors to meet performance commitments.

* Apply earned value, risk registers and change management (MOC) discipline.

Job Qualifications (refers to job, not incumbent):

Education: Bachelor s Degree in Chemical or Mechanical Engineering

Experience: 5-10 years' oil and gas experience with a minimum of 5 years as Project Manager

Additional qualifications:

* Proven delivery of large capital projects ($1M - $10M) with oil and gas facilities.

* Strong experience with brownfield construction, tie-ins, turnarounds and outages.

Technical and professional skills:

* Manage and direct the resources to engineer, procure, construct, and commission various pipeline, storage, and terminal assets.

* Knowledgeable of engineering principles, standards, specifications, industry rules, and regulatory regulations for 49 CFR 195 terminals, pipelines, and related facilities.

* Deep Understanding of refinery processes and equipment

* It is desirable for the successful candidate to have experience with pipeline projects

* Expertise in capital project controls, contracting strategies and construction management

* Strong working knowledge of PSM, MOC, PHA and regulator requirements

* Advanced leadership, negotiation and decision-making skills.

Working Conditions (relates to physical environment):

Typically, standard indoor office environment with periodic outdoor project support. Requires occasional travel.
