Responsibilities

  • Oversee construction activities for contracts and manage day-to-day project operations.

  • Review contractor submissions for compliance with contract specifications.
  • Assist the Contracting Officer during acquisition phases, including site visits and contractor meetings.
  • Draft technical responses to any change orders issued during the project.
  • Prepare comprehensive Statements of Work (SOWs) and Independent Government Cost Estimates (IGCEs) for new contracts and modifications.
  • Support the Contracting Officer's Representative (COR) in managing large-scale projects and stakeholder coordination.

Full Job Description
ASR is seeking an experienced Senior Project Manager to lead oversight of large-scale construction efforts at the U.S. Secret Service James J. Rowley Training Center (JJRTC) in Laurel, MD, and supporting satellite locations. The Senior Project Manager is a fully competent, experienced professional responsible for independently applying advanced PM techniques to complex, mission-critical assignments under limited supervision.

Responsibilities:
• Provide oversight of construction-related activities for contracts and day-to-day project management for construction and service projects.
• Coordinate with customers; perform schedule reviews and design reviews.
• Develop solutions to construction problems or existing conditions encountered in the field.
• Review contractor submittals for contract conformance.
• Aid the Contracting Officer and COR throughout acquisition phases, including answering offerors' questions and attending site orientation visits and joint contractor/government meetings.
• Draft technical responses to change orders.
• Prepare Statements of Work (SOWs) and Independent Government Cost Estimates (IGCEs) for new contracts and modifications.
• Support the COR in overseeing large-scale construction projects, coordinating stakeholders, and resolving issues.
• Ensure 100% compliance with deliverable deadlines (≤ 2 rework instances per quarter).

Qualifications:
• 20+ years of project management experience on commercial or Government construction projects, including project management experience on projects valued over $50M.
• Bachelor's degree in Construction Management, Civil Engineering, or related field (or equivalent combination of technical training and applicable experience).
• Knowledge of software including Microsoft Office, Primavera P6 or Microsoft Project, and construction document management platforms, among others.
• Ability to communicate effectively with a diverse range of individuals.
• Ability to multi-task and prioritize in a fast-paced work environment.
• Qualified applicants must be a U.S. Citizen, able to pass a background check, and able to obtain and maintain a PIV card and Tier 4 Public Trust suitability determination.
• Project Management Professional (PMP) or other recognized project management certification. (Preferred)
• Government contracting experience, particularly with DHS, USSS, USACE, NAVFAC, or GSA programs. (Preferred)
