Full Job Description
We have multiple opening for Senior Project Controls Specialists to support the Strategic Deterrence Project Controls organization. You will be responsible for the development, implementation and maintenance of both schedule and cost earned value data, including data analysis and preparation of routine and specialized reports. You will be responsible for leading and contributing to the development of future and current project controls guidance, work processes, tools, and procedures included in the project controls system. These positions will programmatically support various projects and programs in the Strategic Deterrence Project Controls organization and will report administratively to the National Security Engineering Division (NSED) within the Engineering Directorate.
This position offers a hybrid schedule, blending in-person and virtual presence. You will have the flexibility to work from home one or more days per week.
These positions will be filled at either level based on knowledge and related experience as assessed by the hiring team. Additional job responsibilities (outlined below) will be assigned if hired at the higher level.
You will
• Develop, maintain, and deliver project performance reporting and dashboards by synthesizing data from multiple systems; troubleshoot and resolve data integrity and traceability issues in collaboration with functional partners.
• Support baseline development, baseline maintenance, and change control/configuration management processes, ensuring documentation, traceability, and compliance.
• Develop, review, advise, and supervise the set-up and implementation of project controls systems and reports, applying knowledge and experience to provide training and mentoring to entry level staff on processes for developing data, earned value management tools and concepts, and other project controls specific practices.
• Plan and implement operational and technical tasks requiring prioritization and collaboration with multiple disciplines.
• Use statistical tools to analyze metrics, evaluate results, and recommend conclusions for project team consideration, while ensuring the integrity of project controls data and compliance with processes, procedures and sponsor requirements.
• Exercise independent judgment in resolving moderately complex issues, escalating significant risks/issues as appropriate.
• Contribute to the continuous improvement of project controls work processes, tools, and procedures.
• Perform other duties as assigned.
In addition, at the TSS.4 level
• Provide technical direction across multiple projects to drive consistent application of project controls processes, tools, and reporting practices.
• Serve as a key advisor to project leadership on complex, high-visibility project controls issues, including interpretation of performance trends, drivers, and corrective actions.
• Lead improvements to dashboards, reporting tools, and project control methodologies, including piloting and scaling enhancements aligned with institutional standards.
• Facilitate cross-functional alignment and resolution of complex issues in a matrixed environment, influencing outcomes without direct authority.
• Lead development and delivery of training content for project controls practices where needed.
• May be designated as a working supervisor for a group of exempt employees.
Qualifications
• Ability to secure and maintain a U.S. DOE Q-level security clearance which requires U.S. citizenship.
• Bachelor's Degree in relevant technical discipline or equivalent combination of education and related experience.
• Advanced level knowledge of project controls technical skills, and broad experience in project management/project controls, such as Earned Value Management Systems (EVMS) and project scope, budget, cost estimating, planning and scheduling.
• Advanced level knowledge andapplication, and advancedexperience using various project controls tools (e.g., Primavera P6, MS Project, Cobra, Deltek Acumen) and Microsoft Office tools, especially MS Excel.
• Demonstrated ability to independently and effectively clarify issues, analyze concerns, implement sound decisions, and resolve complex problems.
• Ability to follow and make decisions within area of responsibility in accordance with established work processes and procedures.
• Advanced verbal and written communication skills necessary to effectively collaborate in a team environment and present and explain technical information and provide advice to management, regulators, reviewers, and stakeholders.
• Advanced interpersonal skills to establish and maintain productive working relationships with a broad cross-section of management, technical, scientific, and administrative personnel.
• Demonstrated ability to lead, mentor, or provide technical direction to analysts.
In addition at the TSS.4 level
• Expert level knowledge and experience in project management/project controls, such as Earned Value Management Systems (EVMS) and project scope, budget, cost estimating, planning and scheduling.
• Expert level knowledge of and expert level application of project controls tools, such as Primavera P6, Deltek Cobra or Empower.
• Highly advanced experience interpreting, developing, implementing, and applying project controls work processes, tools, and procedures.
• Highly advanced experience performing highly complex statistical analysis, schedule monitoring, and operations to create, disseminate, and present detailed and complicated financial information to various audiences.
• Proven ability to partner effectively with multi-disciplined team members and perform work on multiple projects simultaneously.
• Proven ability to successfully lead teams and provide on-the-job training and mentoring of technical and non-technical personnel.
Desired Qualifications
• Project Management Professional (PMP) certification.
• Familiar with Department of Defense (DoD) 5000 and NNSA 6.x acquisition processes.
Pay Range
$154,950 - $235,692 Annually
$154,950 - $196,476 Annually for the TSS.3 level
$185,850 - $235,692 Annually for the TSS.4 level
This is the lowest to highest salary we in good faith believe we would pay for this role at the time of this posting.
