$ 85,557 to $ 106,946

Telework

Job S ummary

The Senior Project Analyst will support planning, prioritization, scope selection and definition, budget development and oversight, and project lifecycle monitoring for a portfolio of capital projects. The Senior Project Analyst will work closely and collaboratively with Project Development staff and with stakeholders across the MTA, including project sponsor departments in Operating Agencies and groups in MTA C&D's Planning, Delivery, and Contracts departments.

Responsibilities

Assist with data maintenance, analysis, and reporting on topics such as capital program performance and forecasting, project cost and schedule health, project packaging and bundling, and status of project deliverables.

Support the production of reports and dashboards on topics including project award and completion goals.

Support enhancements to current database/reporting tools as well as the transition to a new project management information system.

Implement changes in project databases to support the initiation of new projects and the repackaging/bundling of projects to maximize construction efficiencies.

Maintain data on project schedule milestones, in coordination with project managers (including routine and ad hoc data quality reviews).

Assist in developing, preparing, and updating analytical reports, spreadsheets, and presentations related to capital projects.

Support data-gathering, reviewing, and updating information and documentation in project management systems.

Track the documentation of project scopes and budgets throughout the project lifecycle.

Assist with changes to and rebalancing of the Capital Program to accommodate new project needs.

Perform quantitative and qualitative analyses of capital program performance, evaluate progress vs budget, schedule, and other corporate goals and objectives.

May handle confidential and sensitive information related to capital projects and operations.

Ensure effective communication and function as a liaison with employees at all levels within the department and with other C&D units, as needed.

Performs other duties as assigned .

Comply with all policies and standards .

May be required to work hours outside regular work hours, as applicable .

Observes the work performed by contractors, as applicable .

Reviews invoices and approves them if the work meets contractual standards, as applicable .

Addresses performance issues with the contractor, when possible, as applicable .

Escalates issues to other parties when needed, as applicable .

Education and Experience

Must have a m inimum of 5 years In Transportation Planning or Budgeting, Infrastructure, Finance, Planning, or a related field. Required

Competencies

Strong understanding of the MTA's capital program across all active plans, agencies, and categories (e.g., signals, rolling stock, ROW). Preferred

Historical knowledge of the MTA capital program performance over time.

Familiarity with the MTA's operating agencies and operating budgets.

Familiarity with the MTA's policies and procedures.

Excellent organizational and presentation skills.

Demonstrated supervisory and/or leadership capabilities.

Demonstrated ability to solve problems creatively.

Demonstrated ability to work with all levels of an organization.

Demonstrated ability to work effectively in a high-profile, high-pressure, fast-paced environment.

SQL and relational-database experience preferred.

Proficiency with data-visualization/BI tools including Power BI

Demonstrated proficiency in spreadsheet, databases, and presentation applications, such as Microsoft Office Suite, i.e., Word, Excel, Access, Power BI, PowerPoint, and Outlook.

Good understanding and knowledge of , as well as experience using, MTA databases such as Project Status Report (PSR) and the MTA's capital budget system IMPACT.
