Full Job Description
Reporting to the Manager, Educational Services and Events, the Senior Program Officer develops and implements a range of public education, outreach, corporate and special events, legislated cultural programs, and the Teachers Institute on Canadian Parliamentary Democracy. The incumbent coordinates the full lifecycle of assigned programs and resources, including planning, stakeholder engagement, communications, operational delivery, evaluation and continuous improvement, ensuring high-quality, relevant and non-partisan programs that support Parliament and parliamentarians in increasing public awareness and appreciation of parliamentary democracy in Canada. The incumbent performs the following duties: • Leads complex national educational programs, special events, legislated cultural programs and public outreach initiatives. • Develops engaging, accessible and non-partisan educational resources and program content for a variety of audiences and delivery formats. • Provides strategic advice and recommendations to management, colleagues and partners to strengthen program design, delivery and participant experience. • Builds and maintains collaborative relationships with parliamentarians, contractors, advisory groups and other internal and external stakeholders. • Leads complex projects, including planning, budgeting, procurement, contractor oversight, performance measurement, while coordinating the contributions of cross-functional teams. Qualifications Education: • Post-secondary education in a field related to the duties of the position OR an acceptable combination of relevant education, training and experience. Experience: • Experience leading multiple projects simultaneously, including planning, coordinating logistics, managing risks and delivering results within established timelines. • Experience coordinating complex or large-scale special events. • Experience creating educational resources and communication materials from inception to completion. • Experience providing strategic advice and recommendations to management or clients to improve program delivery. • Experience building and maintaining relationships with diverse stakeholders, partners, contractors and service providers. • Experience preparing briefing materials, reports, project and procurement documentation or other materials to support decision-making. Knowledge: • Knowledge of Canadian and parliamentary history, Canada's system of government and legislative process, parliamentary institutions and processes, and the roles and responsibilities of parliamentarians. • Knowledge of event and project management methodologies, processes and best practices, including communication strategies. • Knowledge of parliamentary protocol, legislative frameworks (e.g., Parliament of Canada Act, Accessible Canada Act, etc.) and operating within a high-profile, sensitive environment. • Knowledge of instructional design, curriculum development and educational resource development, including the creation, adaptation and evaluation of accessible and engaging learning products. • Knowledge of the Canadian education landscape, including pedagogy, curriculum considerations and adult learning principles, to inform the design of effective educational programs and resources. Operational Requirements: • The position requires regular on-site presence, with a minimum of three days per week based on operational requirements. • Ability to work in environments with high levels of noise and activity. • Ability to interact with multiple individuals in crowded settings. • Ability to stand for extended periods of time. • Ability to lift, push and carry materials and equipment, as required. • Availability to work overtime when operationally required, including early mornings, evenings, weekends and consecutive days during special events and programs. • Ability to support events and programs that may require extended work schedules. For example, the Teachers Institute - held once a year - may require up to six consecutive days of work, with workdays of approximately 12 hours in duration and responsibilities extending from early morning to late evening.
