Full Job Description
In this role you will report to the US Program Management Execution Tower Lead within the Transformation & Delivery Office (TDO). The mandate is to manage the Cyber Security program portfolio including project intake, governance and reporting while leading and developing a team of Program Managers delivering Cyber Security-related programs and projects across TDO.

Key Responsibilities include:
  • Manage end-to-end portfolio management of Cyber Security programs and projects including project intake, governance and reporting , ensuring alignment with CISO's Cyber Security Strategy, regulatory expectations and industry best practice
  • Leading and managing a team of Program Managers responsible for the delivery of Cyber Security-related programs and projects across TDO, providing direction, prioritization and quality oversight across the portfolio
  • Ensuring Program Managers are driving the delivery of key Cyber Security initiatives from design through to delivery including development of target state business processes, build and adoption of technology solutions to enable security controls
  • Ensure target end state is delivered inclusive of governance change, business process re-design and appropriate Cyber Security controls
  • Working across functions and legal entities to structure the work-efforts required for successful delivery
  • Understanding cross-functional impact of proposed technology solutions and identifying areas of efficiency
  • Providing appropriate portfolio-level reporting, risk and status updates on Cyber Security programs to senior management and other key stakeholders
  • Oversight of program and project level resources including those provided by 3rd party providers
  • Direct line management of Program Managers, including performance management, resource allocation across the Cyber Security portfolio, and management of the career growth of Mizuho employees under direct supervision


Requirements:
  • Significant experience and track record of delivery of major Cyber Security programs and initiatives at large and complex financial institutions. This includes how to structure major initiatives, project planning, budgeting and resource allocation
  • Deep understanding of cross-functional processes as well as the technologies and data which enable these
  • Strong working knowledge of Cyber Security domains (e.g. Threat and Vulnerability management, security operations, data protection, Identity and Access Management, Security Governance) sufficient to manage program delivery and engage credibly with technical Cyber Security stakeholders
  • Demonstrated experience managing and developing a team of Program Managers, including workload prioritization and delivery oversight across a portfolio of programs
  • Strong knowledge and experience of regulatory change management, including Cyber Security-related regulatory requirements (e.g. NYDFS Cybersecurity Regulation, Technology Control Framework, OCC/FRB/FDIC guidance)
  • Working knowledge of cyber security frameworks and standards (e.g., NIST Cybersecurity Framework, ISO 27001, MITRE ATT&CK)
  • Strong business, analytical, quantitative, problem-solving and decision making skills
  • Proven experience of team leadership, career development of others and developing individuals in the program and change management space
  • Exceptional stakeholder management skills including experience at performing this across multiple functions, committees and areas
  • Superior communication skills: both written and oral with technical and non-technical staff
  • Tolerance and understanding in multi cultures.


The expected base salary ranges from $200k-$230k. Salary offers are based on a wide range of factors including relevant skills, training, experience, education, and, where applicable, certifications and licenses obtained. Market and organizational factors are also considered. In addition to salary and a generous employee benefits package, successful candidates are eligible to receive a discretionary bonus.
