Senior Program Manager (Level M)

Boeing Defense, Space & Security (BDS) has an exciting opportunity for a Senior Program Manager (Level M) to join our dynamic team in El Segundo, CA.

Boeing Ground Missions & Operations business area, as part of Intelligence Systems, is looking for a Program Manager to assume leadership of the Daybreak Program. The Daybreak program is a long term program developing and supporting a domain specific mission processing capability for a proprietary customer. The program encompasses approximately 40 Boeing and major subcontractor personnel of software developers and algorithmic scientists supporting the mission area.

Position Responsibilities
  • Manage employees performing business management activities in the area of Program Management.
  • Develop, maintain and execute integrated scheduled, organizational plans, policies and procedures and guides the development of business and technical strategies, goals and objectives.
  • Interface with capability leaders to acquire resources for organizational activities.
  • Provide technical management of suppliers.
  • Identify and lead process improvement initiatives.
  • Develop and maintain relationships and partnerships with customers, stakeholders, peers, partners and direct reports.
  • Provide oversight and approval of technical approaches, products and processes.
  • Generate weekly and monthly reports and oversee generation of monthly financial CDRL reports.


This position requires an active U.S. Top Secret/SCI Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)

This position is expected to be 100% onsite. The selected candidate will be required to work onsite at the listed location.

Basic Qualifications
  • 15+ years of experience working in a cross-functional environment with all levels from individual contributors to executive leadership.
  • Experience with Scaled Agile software development methodologies
  • 5+ years of Earned Value Management (EVM) experience.
  • 5+ years as a principal investigator of IRAD programs
  • Experiences as a Capture Team Lead / Proposal Manager for efforts > $20M
  • Experience developing and managing strong relationships with partners and government customers (internal & external).
  • Experience with all elements of the Tasking, Collection, Processing, Exploitation, Dissemination (TCPED) timeline
  • Experience with applying convolutional neural networks to exploit GEOINT mission data
  • PMP+ certification


Preferred Qualifications
  • Masters of Science degree or higher in an engineering or related technical discipline
  • Masters of Business Administration with an emphasis in organizational behavior
  • 15+ years of experience in End-to-End systems integration and test, mission operations, software testing, and/or ground testing
  • 12+ years of engineering or technical leadership experience of large, cloud-native GEOINT Mission Data Processing Architectures
