What is the opportunity?

RBC Insurance has committed to a multi-year program to deploy modern, AI- and data-driven fraud detection across its insurance business. The program integrates enterprise fraud capabilities from RBC with insurance-specific data, detection, and investigation capabilities built in-house on our cloud data platform.

We're hiring a Senior Program Manager to lead delivery. You'll own the program plan, the operating rhythm, and the outcomes: fraud detection running in production, used daily by investigators, governed to regulatory standards, and improving quarter over quarter.

This is a delivery leadership role for someone who is technical. The right candidate has shipped data and AI capabilities inside a regulated financial institution and understands what it takes: architecture approvals, model risk gates, partner dependencies, and the discipline to plan around all of it, while still being hands-on enough to review code, prototype with AI tools, and challenge technical decisions credibly.

What will you do?
  • Lead delivery. Run several delivery teams and a program function. Dated plans with firm checkpoints. Quarterly quality targets. Raising alerts and planning new actions when dates slip.
  • Ship capabilities into production. Detection running, investigators using it daily, regulatory requirements met. Build the data foundation that enables sophisticated detection over time.
  • Navigate organizational complexity. Drive approvals ahead of the critical path. Manage dependencies on enterprise partners. Coordinate roadmaps, handle escalations. Know when to influence, when to escalate, when to move forward.
  • Make trade-offs. Arbitrate scope and quality decisions, balancing technical complexity with delivering business value and breaking down work.
  • Stay technical. Review architecture proposals. Look at code. Use gen AI to prototype solutions and test hypotheses. Challenge technical decisions credibly without needing to be the deepest expert.
  • Build business relationships. Work directly with claims specialists and investigators. Translate their expertise into requirements. Prioritize what gets built.
  • Communicate upward. Represent program status, risks, and decisions to senior executives. Translate technical delivery into business terms.


What do you need to succeed?

Must have
  • 8+ years in data, analytics, or AI delivery, including 4+ years leading delivery teams or programs (10+ people, multi-team).
  • Demonstrated delivery in a regulated financial institution. You've personally navigated architecture governance, model risk management, and security review processes. You can speak concretely about how you planned around them and where friction lives.
  • Experience running mixed-mode delivery: plan-driven workstreams with hard milestones alongside iterative capability development, in an organization that is not natively agile.
  • Strong working literacy in data and AI. You understand data engineering on cloud platforms, entity resolution, rules engines, supervised ML, enough to challenge technical proposals credibly and arbitrate trade-offs, without needing to be the deepest expert. Bonus if you've written SQL, Python, or equivalent in your past life.
  • Organizational acumen. You've built productive working relationships with strong central functions (data science, architecture, risk). You influence outcomes without deferring on substance or escalating every disagreement. You know when to push, when to wait, and when to reframe.
  • Experience managing delivery dependencies on internal platform teams or external partners whose roadmap you do not control.


Nice to have
  • Insurance domain knowledge, claims operations, underwriting, or insurance fraud specifically.
  • Familiarity with OSFI Guideline E-23 or equivalent model risk frameworks (SR 11-7, ECB TRIM).
  • Experience with fraud detection, financial crime, or investigation operations in any financial services context.
  • Experience with Snowflake, dbt, graph data platforms, or document AI.
  • Experience standing up or scaling an investigation or operations function alongside a technology build.
