Full Job Description
Celestar, a B&A Company, is seeking a Senior Program Manager to support the Defense Intelligence Agency (DIA) Cyber Intelligence Center Analytic Development and Services (CICADAS) task order. ANTICIPATED START: December 2026
PERIOD OF PERFORMANCE: 1 Base Year + 4 Option Years
LOCATION: Fort Meade, Maryland

Salary Range: $160,000-$230,000 annually

Actual compensation will be based on experience, qualifications, certifications, security clearance, and contract funding. This position is contingent upon contract award.

CLEARANCE REQUIREMENT: Active TS/SCI clearance with a current polygraph; both must have been adjudicated/completed within the past five (5) years.

Responsibilities:
• Manages project operations to ensure production schedules are met, system resources are utilized effectively, and that proper relationships are established between customers.
• Responsible for cost, schedule, performance and risk identification/ mitigation on projects including but not limited to systems, tools, equipment, software, facilities and other activities.
• Coordinates resolutions to production-related problems.
• Provides Project Management/ Supervision and Direction to ensure the successful cost, schedule, and performance of the contract.
• Ensures tasks are received, logged, and assigned to the appropriate sections/ personnel for completion.
• Monitors task progress and ensure tasks will be completed on time and, if necessary, coordinate with the requester for additional time or clarity.
• Responsible for the quality and efficiency of the project to include both technical issues and business processes.

Required Qualifications and Skills (Must Be Reflected on Your Resume):
• Minimum 12 years of experience related to the specific labor category with at least a portion of the experience within the last 2 years and a Master's degree

• Minimum 17 years of experience related to the specific labor category with a Bachelor's degree
