Job Description

The Senior Manager, Pricing is responsible for leading all proposal pricing activities for CRDF Global and its for-profit subsidiary. Reporting to the Chief Administrative Officer, this position independently manages the pricing process from solicitation analysis through proposal submission, developing compliant, competitive, and financially sound pricing for U.S. Government and commercial opportunities.

The position operates in a globally distributed environment and works closely leadership, Business Development, Finance, Risk Management & Compliance, and all other functions in the organization to develop compliant, competitive, and timely pricing solutions.

Key Responsibilities
  • Lead all pricing activities from solicitation review through proposal submission for contracts, cooperative agreements, grants, task orders, and commercial opportunities.
  • Develop and manage the pricing schedule for each opportunity, establish pricing milestones and deliverables, coordinate pricing inputs across internal and external stakeholders, and ensure timely integration of pricing activities into the overall proposal development process.
  • Develop compliant cost proposals, pricing models, budget workbooks, budget narratives, Basis of Estimate (BOE) documentation, and other pricing deliverables.
  • Analyze solicitation requirements and ensure compliance with customer instructions, FAR, Uniform Guidance (2 CFR Part 200), Cost Accounting Standards, and organizational policies.
  • Develop pricing for multiple contract and funding types, including Cost-Reimbursement, Firm Fixed Price, Time & Materials, IDIQs, Cooperative Agreements, and Grants.
  • Coordinate pricing inputs with internal stakeholders and subcontractors; perform subcontract cost and price analyses as required.
  • Conduct cost analyses, pricing scenarios, profitability assessments, and pricing risk analyses to support management decision-making.
  • Support pricing negotiations, proposal revisions, and responses to customer pricing inquiries.
  • Develop, maintain, and enhance pricing models, templates, estimating methodologies, historical pricing data, and pricing processes.
  • Provide pricing guidance and recommendations to proposal teams and senior leadership.
  • Other duties as assigned.

Qualifications

Required
  • 7+ years of progressively responsible experience independently developing pricing for U.S. Government contracts, cooperative agreements, and/or grants.
  • Demonstrated experience leading proposal pricing from solicitation through submission.
  • Knowledge of Federal procurement and assistance regulations, including FAR, Uniform Guidance (2 CFR Part 200), Federal cost principles, and Cost Accounting Standards.
  • Experience developing pricing for multiple contract and funding types, including Cost-Reimbursement, Firm Fixed Price, Time & Materials, Cooperative Agreements, and Grants.
  • Advanced Microsoft Excel skills, including development of complex financial and pricing models.
  • Strong analytical, organizational, project management, and written and verbal communication skills.
  • Ability to manage multiple proposal efforts simultaneously and meet aggressive deadlines.
  • Bachelor's degree in Business, Finance, Accounting, Economics, or a related field.
  • U.S. work authorization

Preferred
  • Experience supporting globally implemented programs and developing international cost proposals.
  • Experience evaluating subcontractor cost proposals and performing cost or price analyses.
  • Experience developing pricing tools, templates, and standardized estimating methodologies.

The base pay range for this position is $130,000-150,000. The determination of salaries in this job classification depends on a number of factors, including, but not limited to, relevant experience, job-related knowledge, qualifications and skills.
