Total Compensation Estimator ToolOpen Competitive Opportunity Specific Responsibilities:This is a Senior Physician in the Palm Beach County Health Department responsible for leading and overseeing the TB, STD, Epidemiology, Dental and HIV/AIDS programs. This role involves strategic planning, implementation, and evaluation of public health initiatives aimed at improving community health outcomes. This position will collaborate with multidisciplinary teams, manage resources, and ensure compliance with regulatory standards while fostering partnerships with stakeholders. Work is performed under the supervision of the County Health Department Director - HLTH. This position requires independent judgment, initiative, applying general knowledge of business practices and skill in applying instructions to accomplish various job functions. This position spends most of the time engaged in supervisory responsibilities. This includes communicating, motivating, training, and evaluating employees in addition to planning and directing employees' work. The incumbent has the authority to hire, transfer, suspend, lay off, recall, promote, discharge, assign, reward, or discipline subordinate employees or effectively recommend such action. The incumbent will also be required to develop performance expectations, meet with staff regularly to discuss performance, complete performance reviews, maintain vacation and work schedules, ensuring proper coverage, and complete timesheets.
This position is designated as a managerial position and is required to maintain confidential information in accordance with the Florida Department of Health (FDOH) Palm Beach County Health Department (CHD) Information Security policies, protocols, and procedures.
Leads, organizes, plans, staffs, and evaluates the operations of Medical Services with specific duties as follows:
Strategic Leadership:Develop and implement strategic plans for public health medical services.
Collaborate with senior management to align with organizational goals.
Serves as liaison between the Florida Department of Health and other health care organizations and providers.
Oversee the planning, implementation, and evaluation of public health programs.
Responsible for optimizing efficiency and service quality.
Lead, mentor, fostering a culture of collaboration and continuous improvement.
Facilitate professional development opportunities for team members.
Prepare and manage the annual operational budget for public health programs.
Ensures that all funder, reporting, and funding requirements are met.
Ensure compliance with local, state, and federal regulations and standards.
Implement quality assurance processes to monitor and improve service delivery.
Oversees quality improvement activities in collaboration with the Medical Executive Director, Nursing Director, and other relevant programs and organizations.
Ensures the program's ability to meet its established goals, quality indicators, and comply with guidelines.
Assumes responsibility for ensuring that all the necessary requirements are met.
Ensures collection, analysis, and utilization of programmatic data, including timely implementation of corrective action plans as applicable.
Build and maintain relationships with community partners, healthcare providers, and government agencies.
Advocate for public health initiatives and represent the organization at meetings and conferences.
Responsible for ensuring access to public health medical services and addressing service delivery gaps.
Data Management and Reporting:Oversee data collection and analysis to inform program decisions.
Prepare reports and presentations for stakeholders, including grant proposals and funding applications.
Ensures collection, analysis, and utilization of programmatic data, including timely implementation of corrective action plans as applicable.
Evaluates the program customer service, productivity, and quality by aggregating data and statistics for reporting purposes.
Completes timesheets and EARS timely and accurately and ensures staff do the same. Meets annual training requirements and attends training to promote professional growth, and ensures staff do the same. Holds regular meetings with staff. Schedules time off in advance and collaborates with supervisor to ensure work responsibilities are covered when absent. Fosters the learning and development of others through coaching, managing performance, and mentoring to fulfill the current and future requirements of both individuals and the Health Department. Guides, motivates, and directs the performance of others; holds them accountable for their actions.
Clinical Services:Clinician will have clinic hours and provide direct patient care.
Attends and participates in the Clinical Leadership Team, Operations Management Team, Quality Improvement Council, and other agency and community teams and meetings as assigned.
Performs other duties as assigned.

Qualifications:Licensure/registration/certification requirements (If applicable, list the appropriate Florida Statute or federal regulation cite):
- This occupation requires licensure as a physician pursuant to Chapter 458, Florida Statutes; or licensure as an osteopathic physician pursuant to
Chapter 459, Florida Statutes; or a current Public Health Certificate issued by the Florida Board of Medical Examiners pursuant to Section 458.316,
Florida Statutes.
Other job-related requirements for this position: - Incumbent may be required to work before, during and/or beyond normal work hours or days in the event of an emergency. Emergency duty required of the incumbent includes working in special needs shelters, or performing other emergency duties including, but not limited to, responses to or threats involving any disaster or threat of disaster, man-made or natural.
