Overview

Nakupuna Solutions seeks an Transition Assistance Advisor. The Office of Program Transition and Supply Chain (PTSC) leads the Department of State’s health systems transition planning on behalf of the Bureau of Global Health Security and Diplomacy (GHSD). In this capacity, PTSC develops and oversees the execution of bilateral transition MOUs and country implementation plans, establishing requirements, standards, targets, and timelines, and monitoring progress against those plans. PTSC also serves as GHSD’s center of excellence for private-sector engagement, private-finance mobilization, and economic analysis. In addition, the office oversees the global supply chain contract, ensuring the safe, timely, and effective delivery of HIV, malaria, and TB commodities to more than 70 countries on a regular and ongoing basis.

Responsibilities

The Program Transition team aims to strengthen the effectiveness, efficiency, and sustainability of U.S. Government–supported health programs by advancing health systems integration and strategic health financing. The Senior Advisor will lead development and implementation of frameworks, metrics, and financing approaches that support partner governments in assuming increasing ownership of health programs in a responsible and enduring manner. The position also aims to elevate health as a foreign policy priority by providing high-level technical and policy advice to Department and Embassy leadership, informing bilateral health MOUs, and shaping global health policies and partnerships with multilateral institutions, partner governments, and the private sector.

  • Devise frameworks that promote more effective and efficient use of clinical and financial resources across health program areas during the process of health systems integration
  • Apply experiential background (including from work as a physician and health financing specialist at multilateral development banks) to provide novel insights about donor-supported health programming, helping to ensure that USG partner countries take on increasing levels of ownership for health programs in an efficient and enduring manner
  • Engage with private sector and pharmaceutical industry to improve health outcomes
  • Provide expert advice and recommendations to GHSD leadership on health financing mechanisms (e.g., co-investment policy, G2G mechanisms, results-based financing, etc.) that will be necessary to increase partner governments' levels of self-reliance
  • Serve as a technical expert contributing to the development, coordination, and dissemination of new or revised policies related to integration and more efficient use of clinical resources and human resources for health
  • Counsel and advise senior management on program transition strategies to employ based on a comprehensive knowledge of country and regional contexts, including their financial landscapes, public health statistics, and public health programs

Deliverables:

  • Prepare technical analyses and options papers on health financing mechanisms (co-investment, G2G, results-based financing, contingency/emergency instruments) for internal decision-makers
  • Design and update frameworks, models, or tools that improve efficiency and integration of clinical and financial resources across health program areas
  • Produce country- and region-specific financing profiles and recommendations to support increased partner government self-reliance
  • Develop and maintain a set of indicators and metrics to track transition of health program responsibility from donors to partner governments
  • Produce monitoring reports summarizing trends, risks, and progress toward country ownership and sustainability
  • Draft or co-author USG and interagency policy papers, strategy documents, and guidance related to health systems integration, health financing, and donor-to-country transition
  • Prepare policy briefs, talking points, and decision memos to support Department and Embassy leadership in elevating health as a foreign policy priority
  • Contribute to internal knowledge platforms by posting relevant analyses, tools, and lessons learned
Qualifications

Skills/Qualifications: 

  • Advanced knowledge of health financing, health systems strengthening, and health systems integration
  • Strong understanding of global health security, health assistance modalities, and donor-to-country transition of health programs
  • Broad knowledge of health commodities, including diagnostics, therapeutics, and other emerging technologies
  • Demonstrated ability to design and apply frameworks that improve efficiency and effectiveness of clinical and financial resource use across health program areas
  • Deep experience working in international development and global health, including extended engagement with multilateral development institutions
  • Ability to translate multilateral development bank practices and instruments into practical guidance for USG health programming
  • Experience engaging with partner governments, donors, and other stakeholders on health systems, financing, and policy issues
  • Ability to provide strategic direction on health systems integration and resource efficiency.

Education and Experience: 

  • MD and MPH degrees, or equivalent advanced training in medicine and public health
  • Minimum of 7 years of experience in international development and/or global health
  • At least 5 years of experience working with a multilateral development institution (e.g., World Bank)
  • Demonstrated background in clinical medicine, public health, health systems, health economics/financing, and monitoring and evaluation

Clearance Requirements: Secret Clearance required. Must be U.S. citizen.

The Nakupuna Companies use a market-based compensation strategy to ensure that our employees are compensated within applicable market ranges commensurate with multiple factors, including but not limited to the individual’s particular combination of education, knowledge, skills, competencies, and experience, as well as contract-specific affordability, organizational requirements, and position location. The projected compensation for this position is $140,500.00 to $165,500.00 (annualized USD). The salary range displayed represents the typical range for this position and is just one component of Nakupuna Companies total compensation package for employees.
