Senior Mission Business Analyst Arlington, VASecuriGence is seeking a
Senior Mission Business Analyst to serve as a senior Tech Office Delegate (TOD) supporting complex technological innovation throughout the Defense Advanced Research Projects Agency (DARPA). In this highly visible, customer-facing role, you will serve as a primary Information Technology Directorate (ITD) representative and advocate for assigned Technical Offices, developing a deep understanding of their mission, programs, priorities, and technology requirements to ensure their IT needs are not only met, but exceeded. Success requires exceptional communication, initiative, judgment, and relationship-management skills, along with the ability to operate independently in a fast-paced environment and drive complex requirements across teams without direct tasking authority. Candidates should have a strong working knowledge of enterprise IT and be able to translate between mission customers and technical teams, identify solutions and dependencies, and effectively represent ITD with senior government customers. The ideal candidate is a self-motivated problem solver who can manage competing priorities, build strong relationships, mentor less-experienced team members, and serve as a trusted resource to both Technical Office and ITD leadership.
Responsibilities- Serve as the primary ITD representative and advocate for assigned DARPA Technical Offices, building trusted relationships with Office leadership, Program Managers, SETAs, Front Office staff, and other mission partners while developing a deep understanding of office missions, programs, priorities, personnel, and technology needs.
- Represent Technical Office interests across ITD, ensuring mission requirements, priorities, constraints, and impacts are clearly understood while providing customers with accurate guidance on ITD capabilities, services, processes, limitations, and available alternatives.
- Proactively identify emerging requirements and IT dependencies by maintaining awareness of Technical Office programs, milestones, and operational priorities, anticipating customer needs rather than relying solely on formally submitted requests.
- Lead customer requirements from initial identification through planning, coordination, implementation, and closeout, translating mission needs into clear, actionable requirements and maintaining ownership and situational awareness throughout execution.
- Coordinate requirements and projects across ITD engineering, cybersecurity, networking, endpoint, cloud, Service Desk, AV/VTC, facilities, and other internal and external teams, using strong working relationships to drive progress without direct tasking authority.
- Create and manage required ITD governance and workflow activities, including Investment Intake/RMB cases, Configuration Change Management (CCM) requests, engineering tasks, hardware/software approvals, and other applicable processes.
- Support new and evolving DARPA programs, identifying infrastructure, network, compute, collaboration, software, security, AV/VTC, data, cost, schedule, and resource requirements as early as possible.
- Identify project risks, dependencies, resource constraints, and schedule impacts early; develop potential mitigation strategies and viable alternatives with customers and technical SMEs when the initially requested solution cannot be supported.
- Maintain awareness of significant operational issues and aging requests affecting assigned Technical Offices, identifying ownership, resolving roadblocks, maintaining customer communication, and exercising sound judgment regarding when escalation is necessary.
- Manage multiple concurrent projects and competing priorities while maintaining accurate status, milestones, decisions, next steps, and documentation in applicable ITD systems and communicating emerging issues before they affect mission execution.
- Develop concise executive-level briefings, status updates, recommendations, CIO pre-briefs, Tech Office reporting, and other leadership artifacts, translating complex technical information into clear, actionable information appropriate for senior and nontechnical audiences.
- Serve as a senior resource and mentor to other TODs, supporting onboarding and training, providing guidance on complex requirements and customer engagements, sharing institutional knowledge, developing and refining TOD processes and work instructions, providing backup coverage when needed, and identifying opportunities to improve how the TOD team supports its customers.

Qualifications- Bachelor's degree in business administration, information technology, computer science, engineering, communications, project management, or a related discipline.
- 7+ years of relevant professional experience supporting business analysis, technical project/program management, enterprise IT, requirements management, customer engagement, or related functions in a complex enterprise environment.
- Demonstrated experience serving as a primary customer or stakeholder liaison and independently managing requirements through multiple organizations or delivery teams.
- Experience supporting federal government, DoD, Intelligence Community, federal R&D, or similarly complex mission environments strongly preferred.
- Demonstrated ability to manage multiple concurrent requirements and priorities in a fast-paced environment.
- Experience working across teams without direct supervisory or tasking authority.
- TS clearance with ability to obtain/maintain SCI, or TS/SCI as contractually required.

- Strong problem-solving and critical-thinking skills, with demonstrated persistence in identifying root causes, evaluating alternatives, and driving requirements and issues through resolution across teams without formal authority.
- Excellent written and verbal communication skills, including the ability to identify underlying customer requirements, translate them into actionable next steps, and communicate complex technical information clearly to technical, nontechnical, and senior executive audiences.
- Strong working knowledge of enterprise IT concepts and the ability to engage effectively with technical SMEs to identify requirements, dependencies, risks, and solutions; deep engineering expertise is not required.
- Familiarity with IT service management, requirements and project management, IT governance, configuration/change management, and tools such as JIRA, Confluence, or comparable work-management platforms.
- Strong organizational skills, attention to detail, adaptability, and ability to collaborate effectively, receive feedback, mentor less-experienced personnel, and contribute to continuous process improvement
