Purpose:
The Strategic Portfolio Governance team, part of the Portfolio Management Office reporting to the SVP & COO of International Banking (IB), plays a critical role in enabling effective investment decision-making, governance excellence, and portfolio performance across International Banking.

As Senior Manager, Strategic Portfolio Governance, the incumbent will support the governance, management, and execution oversight of IB's strategic investment portfolio, ensuring alignment between business priorities, financial plans, and enterprise governance requirements. The role acts as a trusted advisor to senior executives and country stakeholders across Latin America and the Caribbean, supporting capital allocation decisions, business case governance, portfolio performance management, and executive reporting.

The incumbent will work closely with business line leaders, country executives, product teams, finance partners, and enterprise governance groups to support the successful planning, prioritization, execution, and oversight of strategic initiatives across International Banking.

What You'll Do:

Business Case Management & Capital Allocation
  • Support the development, review, challenge, and governance of investment business cases, rebaselines, change requests, and post-implementation reviews.
  • Perform financial analysis and investment assessments to support prioritization, affordability evaluations, and capital allocation recommendations.
  • Partner with country and business stakeholders to ensure investment requests are aligned to strategic priorities, expected benefits, and financial objectives.
  • Guide stakeholders on linking portfolio investments with financial plans, forecasts, and resource allocation requirements.
  • Provide insights and recommendations that support executive decisions on investment funding, portfolio optimization, and resource allocation.

Executive Committees & Stakeholder Management
  • Coordinate and prepare materials for the Resource Allocation Committee (RAC) and other executive governance forums.
  • Support the end-to-end governance process for executive committees, including agenda management, decision tracking, action follow-up, and reporting.
  • Act as a key liaison between business lines, countries, finance, strategy, technology, and executive leadership teams.
  • Build strong relationships across International Banking to ensure consistent application of governance standards and investment management practices.
  • Present analyses, recommendations, and portfolio insights to senior stakeholders and executives in a concise and actionable manner.

Project Governance & Oversight
  • Conduct comprehensive strategic, financial, and operational project reviews to support executive decision-making.
  • Develop and deliver recurring and ad-hoc insights on project performance, financial results, governance metrics, and investment outcomes.
  • Monitor project health indicators, investment performance, delivery risks, and financial trends to support proactive management of the portfolio.
  • Translate complex financial and portfolio information into clear, meaningful insights for executive audiences.

Leadership, Risk & Culture
  • Foster a high-performance, collaborative, and inclusive team environment.
  • Promote strong governance discipline, accountability, and continuous improvement across the portfolio.
  • Ensure all activities are conducted in accordance with the Bank's risk appetite, operational risk standards, regulatory requirements, AML/ATF obligations, and conduct risk frameworks.
  • Champion the Bank's risk culture and communicate risk management principles effectively across stakeholders and team members.
  • Support team development, knowledge sharing, and organizational effectiveness initiatives.

  • CA, CFA, CPA, MBA, or equivalent designation is an asset.
  • Minimum 5 years of relevant experience in financial analysis, strategic planning, or investment portfolio management.
  • Advanced financial analysis and business case evaluation skills, including the ability to communicate financial concepts effectively to non-financial audiences.
  • Strong analytical, quantitative, and problem-solving capabilities with exceptional attention to detail.
  • Demonstrated project management and organizational skills in a fast-paced and dynamic environment.
  • Proven ability to manage complex stakeholder relationships and communicate effectively across cultures and languages (English and Spanish required).
  • Experience with portfolio management and financial systems (PPM, PeopleSoft, Power BI, or similar tools) is considered an asset.
  • Advanced proficiency in MS Office (Excel, PowerPoint, Word).
