What is the opportunity?

As the Senior Manager, Risk Management & Compliance supporting the Transformation and Enterprise Operations (TEO), you will lead a dynamic team of risk managers in executing on the first line of defense (1LOD) risk strategy and governance framework, balancing risk discipline with operational agility. Partnering closely with senior leaders across Operations, Risk, Compliance, Audit and Technology, you'll drive continuous improvement in Risk & Control Self-Assessment (RCSA) framework and Issue management processes to ensure robust governance, risk management and operational resilience, while supporting risk transformation programs delivering innovation through the adoption of digital, data and AI/GenAI solutions.

The ideal candidate is an experienced risk leader, and trusted partner, who will collaborate with senior leadership, governance and data partners across the organization.

What will you do?

Operational Risk Management Program Execution
  • Lead the Risk management team in executing comprehensive 1LoD Risk & Control Self-Assessments (RCSAs) and Operational Risk Management programs across all TEO business units
  • Manage Risk Register assessments of inherent and residual risks, ensuring alignment with regulatory requirements and industry best practices
  • Develop and refine the control inventory in partnership with business and stakeholders, ensuring it remains aligned with enterprise changes and risk landscape


Control Testing and Framework Development
  • Oversee control evaluation activities to assess the design and operating effectiveness of key controls in adherence with RBC's standards and practices
  • Develop robust and scalable testing frameworks, including standardized modules, scripts, and comprehensive guides that define testing methodologies and sampling approaches for evaluating control effectiveness against key risks
  • Manage the delivery of results and conclusions from control testing activities and communicate findings to respective business unit leaders


Operational Risk Event (ORE) and Issue Management
  • Manage team in identifying, raising, and managing formal operational risk issues in accordance with Enterprise Issue Management Standards
  • Monitor and track action plan completion to drive on-time issue closure
  • Analyze OREs to understand root cause and event type, and escalate material OREs in accordance with Enterprise ORE Standards


Governance and Oversight
  • Serve as a liaison between 1st Line of Defense, 2nd Line of Defense, and 3rd Line of Defense functions, fostering strong working relationships with stakeholders
  • Provide oversight of IT risk findings and IT risk acceptances impacting banking operations
  • Support audit activities, as required, in partnership with SMT and operations partners
  • Deliver risk advisory and consulting support within process re-engineering, AI, and automation programs


Stakeholder Engagement and Risk Culture
  • Strengthen risk culture, promote accountability, and embed risk awareness into day-to-day operations by partnering closely with process owners and transformation teams on risk and controls design and management.
  • Support transformation programs and businesses on Initial Risk Profiles (IRPs), Design Risk Assessments (DRAs), Process Risk Assessments (PRAs), Supplementary Risk and Mitigation Assessments (SRMAs), and control design
  • Support the implementation of technology, AI, and automation tools to enhance control monitoring, risk analytics, and reporting capabilities


Team Leadership and Development
  • Lead and mentor a team of Risk Managers, providing performance management while fostering professional development and advancement
  • Build team capability and organizational productivity


What do you need to succeed?

Must Have
  • 7+ years demonstrated experience in risk management, internal controls, or audit within banking or financial services operations, with strong knowledge of operational risk frameworks, control design, testing, and remediation processes
  • Exceptional analytical and problem-solving abilities to translate complex issues into actionable insights
  • Ability to influence and negotiate with key stakeholders in building sustainable solutions
  • Experience fostering risk awareness and training programs for large operational teams, with demonstrated experience leading or supporting teams in risk management or compliance functions
  • Excellent verbal and written communication skills, including the ability to articulate complex challenges and frame discussions
  • Previous people management experience


Nice to Have
  • Experience with risk data analytics, control automation, or integrated GRC (Governance, Risk, and Compliance) platforms
  • Experience with financial services processes such as banking operations, transaction processing, and client servicing, with an understanding of banking operations processes and workflows
  • Keen interest/ understanding of emerging digital, data, and AI technologies
  • Background in leading or supporting regulatory exams, audits, and risk assurance activities
  • Ability to think strategically, articulate complex challenges, and develop and execute on strategic initiatives
  • Demonstrated experience leading large transformation initiatives and driving measurable improvements
  • Strong analytical and data skills to support analysis of opportunities and understand full impacts of end-to-end controls management
  • Bachelor's degree in Finance, Technology, Business Management, or a related field
  • Recognized risk-related certifications (e.g., FRM, CRMA, CPA, CIA)
  • Master's degree or MBA
