The role:

We are seeking a high-performing, data-driven team member to join the Enterprise Delivery Office (EDO) Governance team. The Senior Manager, Operations plays a critical role in enabling disciplined, data-led portfolio governance and workforce optimization across enterprise delivery teams.

This role is accountable for driving data integrity, financial transparency, and workforce governance at scale -ensuring leadership has clear, actionable insights to make informed investment, prioritization, and resourcing decisions. A core mandate is to modernize and strengthen portfolio data governance, including PPM data quality and remediation and Enterprise Delivery Framework (EDF) data governance. The role also ensures robust resource allocation, workforce planning, and operational governance practices are enforced and aligned to enterprise priorities.

This is a hands-on role requiring strong partnership across Finance, HR, CIO teams, and delivery leadership, with a focus on embedding governance discipline and optimizing resource deployment while continuously improving data, tools, and processes.

What will you do?

Orchestrate & Lead Resource Allocation & Workforce Governance (EDO)
  • Lead Enterprise Delivery Office resource allocation and workforce governance, aligning capacity to strategic priorities and ensuring optimal deployment across portfolios.
  • Oversee contractor governance (including Contractor Pool) and workforce spend, approving work orders, validating funding sources, and ensuring adherence to budget, controls, and financial governance requirements.
  • Drive end-to-end workforce management processes, including hiring, backfills, and role transitions, ensuring governance, clear documentation, and auditability.
  • Drive backfill and hiring workflows by coordinating across HR, Finance, and leadership teams on approvals and budget availability.
  • Provide data-driven insights on capacity, affordability, and workforce trade-offs, enabling informed leadership decisions on resourcing, delivery risk, and investment priorities.


Elevate PPM Data Integrity and Insights to Enable Trusted Portfolio Decision-Making
  • Support portfolio-level data management, including forecasts, contractor spend, and budget utilization across multiple initiatives; communicate financial constraints, risks, and trade-offs to senior stakeholders.
  • Consolidate and translate portfolio data (financials, forecasts, resource spend) into clear, executive-ready insights to support funding, prioritization, and delivery decisions.
  • Monitor funding availability, financial performance, and variance drivers, proactively surfacing risks, constraints, and trade-offs to senior stakeholders.
  • Drive data remediation and continuous improvement of reporting processes, resolving inconsistencies and strengthening trust in portfolio outputs.
  • Support and maintain PPM-based data reporting by preparing summaries, updating data structures, and validating outputs.
  • Advise stakeholders on data refresh processes, reporting dependencies, and the interpretation of portfolio information.


Support the Enterprise Delivery Framework Modernization
  • Support long-term EDF data governance, ensuring alignment between EDF artifacts, PPM portfolio data, and resource planning inputs to enable integrated decision-making.
  • Support the transition to an enhanced EDF experience by driving structured, high-quality data capture across portfolio, financial, and workforce dimensions.
  • Define and maintain data linkages across EDF, PPM, financial, and resource management systems, ensuring consistency, traceability, and a single source of truth for delivery and governance decisions.
  • Position EDF as a scalable, data-enabled governance framework, integrating portfolio insights, financial performance, and workforce allocation to support enterprise prioritization and execution at scale.


Deliver Executive-Grade Governance Reporting and KPI Insights
  • Develop and deliver standardized, executive-level reporting and KPI scorecards across portfolio, workforce, and financial dimensions, including performance metrics.
  • Provide clear visibility into performance trends, risks, and governance priorities.
  • Continuously enhance reporting outputs to improve clarity, usability, and decision impact.
  • Act as a central hub for cross-functional governance alignment across Finance, HR, and delivery teams.


Embed Governance Discipline and Drive Continuous Modernization
  • Champion a culture of data accountability, governance rigor, and operational excellence.
  • Identify opportunities to simplify, digitize, and scale governance processes, reducing manual effort and improving efficiency.
  • Drive adoption of standard tools, frameworks, and best practices across the EDO portfolio.

What do you need to succeed?

  • 5-10 years of experience in portfolio governance, PMO, financial management, or data-driven operations.
  • Bachelor's Degree in Computer Science, Business Administration, or related discipline.
  • Strong expertise in PPM tools, portfolio reporting, and data governance practices.
  • Proven ability to translate complex data into executive-level insights and recommendations.
  • Advanced MS Excel and analytics capabilities (e.g. complex formulas, Power Query, VBA/Macros, data models, automation).
  • Experience with Python preferred.
  • Experience working across Finance, HR, and delivery organizations within large-scale transformation environments.
  • Strong stakeholder management, influencing, and communication skills.
  • Demonstrated ability to lead governance improvements and drive operational discipline at scale
