Eaton's IS AER ITD Aerospace Interconnect division is currently seeking a Senior Manager Contracts.

The expected annual salary range for this role is $149000 - $219000 a year.

What you'll do:

Job summary

The Senior Manager, Government and Commercial Contracts manager manages both commercial and government contracts across multiple locations, including non U.S based locations, for multiple product lines across various industries including Aerospace and Space and Defense. This position is also responsible for providing direction and guidance on all subcontracts for ITD North America. While there are no direct reports, the position is responsible for collaborating with senior Division business leaders, and providing functional expertise to areas such as Pricing, Finance, Pricing, Global Trade Management, Customer Service, and Sales.

Job responsibilities:

  1. Manage Interconnect Technologies Division (ITD) prime USG and Commercial contracts. Responsible for pre-and post-award support for prime and subcontract agreements, including reviewing solicitations, contract modifications, contract clauses, and statements of work. Prepare, track, and manage contract documentation; liaise with contracting officers and other client-agency procurement staff. Review, analyze and interpret the terms and conditions identifying all legal risks and business considerations for ITD.
  2. Conducts the negotiation of government and commercial contracts directly with the USG and Original Equipment Manufacturers and coordinates ITD's negotiating position by teaming with other functions such as Program Management, Finance, Trade Compliance, Law/Intellectual Property, Customer Service, Pricing and Eaton business/stakeholder. Supports management in the negotiation of legal issues contained in contracts by preparing and providing background data on the relevant legal concerns.
  3. Exercises compliance oversight through knowledgeable application of the FAR, DFARS, Truthful Cost or Pricing Data, Cost Accounting Standards, Trade Regulations, contract-specific compliance issues, and corporate policies and standard procedures.
  4. Provides training on USG contracts and Company and Divisional processes, including preparation and presentation of training materials to new hires and ITD technical teams performing on government and commercial programs.
  5. Supports proposal initiatives by evaluating Requests for Proposals, ensuring the accuracy of pricing for direct labor, material, equipment, subcontracts and indirect costs and the supporting documentation. Provides guidance to the proposal team and ensures all other terms are addressed by appropriate functions (Program Management, Finance, Trade Compliance, Law/Intellectual Property and Eaton business/stakeholder) and approval for submission is granted.
  6. Provides expertise and oversight to help ensure ITD maintains a compliant contractor purchasing system per DFARS [redacted]. Responsible for advising Supply Chain Management of subcontracts with support in the development of an adequate SOW by the technical team, inclusion of proper flow down terms and conditions, monitoring contract performance and closeout.
  7. Collaborate with Trade Compliance and Technology Directors and their teams to provide oversight and ensure compliance with U.S. Export laws and regulations on USG programs as they relate to specific contractual requirements for U.S. citizens participation, and foreign national participation approvals or restrictions. Ensure ITD's process is followed and documentation maintained.
  8. Responsible for leading cross-function teams to develop and implement annual Global Contracts Compliance initiatives, and developing organizational solutions to audit trends.
  9. Contributes to new business pursuit and associated contract strategy. Analyzes significant, and/or unique contract requirements, special provisions, terms and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and procedures.
  10. Consistently display a strong desire and ability to develop and implement tools and automation to increase the speed and simplicity of processes. Responsible for process for distribution, communication and approval of all ITD commercial and government contracts through the use of DocuSign and SharePoint.


Qualifications:

Basic Qualifications:
• BA Degree business or related from an accredited institution.
• Minimum 10 years experience in Government, Military, or Aerospace Commercial Contracts.
• Knowledge of FAR, DFARS, ITAR, and CAS required; Experience and skill with negotiating multiple year Long Term Agreements in both Commercial and Government contracts is essential.

Preferred Qualifications:
• MBA degree or J.D. strongly preferred.
• Previous experience with Aerospace/ Defense related contracts.
• Ability to participate/lead new program pursuits from a Contracts and Compliance perspective, providing pricing and strategic terms and conditions guidance.
• Ability to Support proposal initiatives by evaluating Requests for Proposals, ensuring the accuracy of pricing for direct labor, material, equipment, subcontracts and indirect costs and the supporting documentation.
• Ability to provide guidance to the proposal team and ensures all other terms are addressed by appropriate functions (Program Management, Finance, Trade Compliance, Law/Intellectual Property and Eaton business/stakeholder) and approval for submission is granted.
• Ability to manage all active North America Contracts, provide advice on subcontracts with related procurement requirements.
• Ability to impact profit through realized price / customer assertions and claims mitigation through Liability and Risk Management .. and.. Production Expense through effective Change Management.
