Position Summary

Ethic Tech, LLC is seeking a Senior Interoperability Requirements Analyst who will support federated interoperability activities throughout the capability lifecycle. The analyst will gather and document interoperability requirements across the Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Interoperability (DOTMLPFI), help develop related policies and processes, and review interoperability test data for accuracy, completeness, and consistency. The role includes coordinating with stakeholder communities and event participants, providing guidance on interoperability processes and tools, analyzing collected data, and preparing reports and briefings for branch leadership. The analyst will also maintain role-based access to designated test tools and may travel to meetings and conferences for up to 30 days per year.

Required Qualifications
  • Bachelor's degree or higher from a nationally recognized or certified university. No specific major or professional certification is required.
  • Minimum of five (5) years of multinational collaboration or coordination experience within the past ten years.
  • Minimum of three (3) years within the past ten years supporting interoperability initiatives across multiple stakeholders and nations, such as CWIX, TIDE Sprint, TIDE Hackathon, DIVE, Federated Mission Networking (FMN), or IO360 workshops. Comparable initiatives qualify.
  • Minimum of three (3) years within the past ten years managing and delivering interoperability requirements, including governance, data collection, and reporting.
  • Minimum of three (3) years within the past ten years planning and coordinating events, meetings, workshops, conferences, exercises, or similar activities for cross-functional teams and stakeholders.
  • Minimum of three (3) years within the past ten years coordinating meeting notes, action lists, reports, summaries, and briefings for military and civilian audiences up to flag/general-officer or equivalent level.
  • Minimum of three (3) years managing, editing, and processing interoperability data using NATO or national toolsets, such as CWIX Wiki or IOCore.
  • Project or program management experience within the past ten years in a complex, changing environment.
  • Proficiency with Microsoft Office and collaborative software, including the ability to manage timelines, deliverables, task tracking, and stakeholder coordination.
  • Ability to communicate clearly with multinational stakeholders, produce accurate written products, and provide practical guidance to interoperability-event participants.


Clearance and Licenses Requirements
  • U.S. Citizenship required.
  • An active NATO or national Secret clearance or higher.
  • Must have a valid passport from a NATO member nation without travel restrictions to NATO nations.


Travel Requirements
  • Ability to work on-site in Norfolk, Virginia, and travel to meetings and conferences for up to 30 days per year.
