The incumbent serves as the Senior Human Capital Strategist and will serve as the Acting Director, Division of Human Resources when applicable. Leads enterprise Human Capital (HC) planning, owns development of the Human Capital Plan, establishes agency measures and performance metrics, sets reporting cadence, drives cross-directorate alignment, and secures executive clearance; signs on behalf of HR Director when serving as Acting Director.
Authors high-impact HC reports, policy issue papers, executive correspondence, and special studies; briefs senior leadership and the Board; clears HC reports, quarterly updates, and final disposition notes for Director signature. Serves as principal advisor to the Director on program development, implementation, and evaluation across assigned HR areas; initiates new programs and enhancements, revises policy statements and procedural guidance, and issues agency advisories to employees and supervisors on policies, requirements, and available services.
Directs enterprise workforce planning, workload analysis, recruitment and staffing strategies performance management frameworks, and related contractor support; sponsors agency-wide and intra-agency studies; approves corrective actions and recommends policy changes to address dynamics across HR disciplines.
Establishes the HR analytics strategy; designs/approves metrics, predictive models, dashboards, and reporting; leads advanced analyses and forecasting; enforces data quality and governance; and translates insights for diverse audiences at all levels. Leads regulatory tracking and impact assessments; determines applicability of interim/proposed regulations; drafts and approves new or revised policies and procedures; coordinates DNFSB positions on government-wide changes. Serves as DHR focal point for governmentwide audits and internal controls. Coordinates, validates, and delivers official responses; tracks and verifies corrective action implementation; maintains audit-ready controls and documentation.

Specialized experience for this position defined as: Experienced in enterprise-wide human capital programs and providing authoritative guidance to senior executives on the following: workforce strategy, workforce planning, developed recruitment/retention/succession strategies, performance management, policy, developed Human Capital programs through the use of all applicable laws, regulations and policies, advised on organizational change, improved Human Resources operations, and advised senior leaders on complex Human Capital issues.
TIME-IN-GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b).
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
EducationEducation cannot be substituted for specialized experience at this series/grade level.
