This is an exciting opportunity to join our newly established Strategy & Integration team within the People & Equity Division. This role is dedicated to leading complex enterprise transformation initiatives that support the evolution of People & Equity's service delivery model and strategic priorities. Drawing on organizational effectiveness, HR, change management, and business transformation principles, the role supports strategic decision-making and service delivery improvements across the organization. Working across divisions and Centres of Expertise, the role provides strategic advisory support to senior leaders, helping shape future-state operating models, drive organizational change, and improve organizational effectiveness.

As the Senior HR Consultant, Strategy & Integration, you will lead the planning, coordination, rollout, and delivery of projects and programs to enhance client service levels by identifying and addressing areas for improvement. Your responsibilities will include, but are not limited to, leveraging organizational diagnostics, industry best practices, stakeholder insights, diversity, equity and inclusions and change management principles to design and implement sustainable enterprise solutions that improve service delivery, organizational effectiveness, and client outcomes.

What will you do?

Reporting to the Manager, Business Transformation & Change Management, you will perform the following major responsibilities:

Enterprise Transformation & Service Delivery Design

This role leads complex transformation initiatives that support the evolution of service delivery models, organizational structures, governance frameworks, and workforce strategies across the organization. Responsibilities include conducting organizational assessments, facilitating future-state design exercises, developing recommendations for senior leadership, and supporting implementation planning to achieve strategic objectives.

The role acts as a strategic advisor, providing advice and expertise to leaders on organizational effectiveness, business transformation, and change initiatives while ensuring alignment with broader corporate priorities.

Strategic Project Execution & Change Management

Leads cross-functional and enterprise-wide projects involving multiple stakeholder groups, competing priorities, and complex organizational dynamics. Develops transformation roadmaps, implementation strategies, stakeholder engagement plans, and change interventions that support successful adoption and realization of benefits.

Facilitates workshops, strategy sessions, and working groups with senior leaders to build alignment and advance decision-making.

Strategic Advisory & Executive Engagement

Develops trusted advisory relationships with senior leaders and executives across the organization. Provides strategic advice, facilitates discussions on complex business challenges, and supports leaders in identifying opportunities to improve organizational effectiveness, service delivery, and stakeholder outcomes. Leads executive-level engagement activities, develops presentations and recommendations for senior decision-makers, and builds consensus among diverse stakeholder groups to advance transformational initiatives.

Empowering Teams Through Leadership & Growth

Strong leadership and problem-solving capabilities are essential in this role. Providing strategic recommendations to support the Manager in planning and service delivery is a key responsibility. Additionally, this position involves, influencing, motivating, and training employees to foster a collaborative environment that prioritizes teamwork, high-quality work standards, and continuous learning. Ongoing support and coaching are provided to employees to ensure compliance with service standards and best practices. Further, the role is responsible for designing, developing, and implementing training curriculums to keep staff informed and equipped with updated policies, processes, and programs.

What will you bring to the role:

You are a strategic, results-oriented professional with considerable experience leading complex transformation initiatives in large, multifaceted organizations. You bring considerable expertise in organizational effectiveness, service delivery transformation, change management, and strategic project delivery.

You have extensive experience leading projects from strategy through implementation, provide consultative advice to senior leaders, facilitate complex discussions, and build consensus among diverse stakeholder groups. You are highly skilled at navigating matrixed environments, influencing without direct authority, and translating strategic priorities into practical, actionable solutions.

As a confident communicator and facilitator, you excel at relationship management, executive stakeholder engagement, and change leadership. You thrive in a collaborative, team-based environment and are comfortable balancing strategic thinking with hands-on execution.

Considerable experience in one or more of the following areas is considered an asset:
  • Consulting or advisory services
  • Service delivery design and operating model reviews
  • Organizational effectiveness and service improvement
  • Enterprise modernization and business renewal
  • Change management and implementation planning
  • Executive facilitation and stakeholder engagement
  • Public sector business improvement initiatives


Last, but not least, you have a post-secondary education in a relevant discipline or an equivalent combination of education and experience in human resources. A CHRP/, CHRL, Project Management, Change Management experience or other relevant professional designation would be an asset.
