Job Summary

The Housing Secretariat is looking for a qualified Coordinator, Policy and Program (Policy Advisor) to support the development and delivery of policies and programs in the Housing Policy and Strategy unit, to support research, analysis, consultation, and stakeholder engagement; and the development and administration of policies and programs that advance the City's HousingTO Action Plan objectives and support renters.

Reporting to the Manager, Renters Strategy, the position will be part of a team that leads the development of programs and strategies focussed on supporting Toronto's renters, including research projects, collaborating across Divisions, consulting with tenants and advocates, and advancing renter education and awareness initiatives.

Major Responsibilities
  • Implements detailed plans and initiatives and recommends policies/procedures regarding program specific requirements.
  • Conducts research into assigned areas of housing policy, renters' issues, and community land trust policy, ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.
  • Supports the management and planning of stakeholder tables and advisory bodies that advance the City's housing commitments.
  • Coordinates development of materials (presentations, briefing notes and reports) across teams and program areas, including to facilitate meaningful engagement with stakeholders and advisory bodies, and ensures effective channels of communication and responsiveness.
  • Contributes to the development and implementation of policies, programs, and projects to support delivery of the City's HousingTO Action Plan objectives relating to the progressive realization of the right to adequate housing and to support Toronto's renters.
  • Develops, implements and evaluates housing and renter rights education specific to the needs of Housing Secretariat managers and staff to supplement corporate human rights training.
  • Provides advice and recommendations to Housing Secretariat managers and staff on housing and renter issues.
  • Identifies priorities and develops appropriate responses and recommendations within the division on confidential issues.
  • Provides strategic advice to align human rights considerations with Housing Secretariat equity and workplace diversity goals.
  • Deals with confidential and sensitive information affecting the division related to corporate and divisional programs, polices and strategies.
  • Liaises with and fosters cooperative working relationships with Housing Secretariat managers and staff, other City Divisions, Agencies, and Corporations involved in delivery of hosing policies and programs, and community partners.
  • Builds and maintains strong relationships among internal and external partners to ensure consultation processes and engagement are effective.
  • Advises and reviews Housing Secretariat programs, policies and procedures for compliance with legislative and corporate policy obligations related to anti-discrimination, access, and human rights. Liaises with management and divisional staff in the coordination and implementation of the division's various plans, policies and strategic programs.
  • Supports corporate communications strategies regarding City and Housing Secretariat initiatives that promote the progressive realization of the right to adequate housing in Toronto.
  • Maintains Housing Secretariat data on housing and renter issues and/or complaints in the housing system for reporting and trend analysis.
  • Provides input into and administers assigned budget, ensuring that expenditures are controlled and maintained within approved budget limitations.


Key Qualifications
  1. Post-secondary education in a discipline pertinent to the job function (i.e. public administration, social science, legal studies) or equivalent combination of education and experience.
  2. Experience planning and conducting policy/program research, analysis, and formulation of recommendations. Experience in the areas of housing, homelessness issues, tenant issues and the right to adequate housing and/or community land trusts considered an asset.
  3. Experience in project management, including developing project work plans, managing deliverables, and monitoring and evaluating project outcomes.
  4. Experience in planning and coordinating stakeholder engagements to inform program design and planning, including but not limited to engaging with community organizations, program staff, and residents and/or people with lived experience.
  5. Proficiency in the planning, development, implementation and/or evaluation of programs and policies that address the needs of renters, people experiencing housing instability and/or homelessness is an asset.
  6. Strong conflict resolution, problem solving, and facilitation skills.
  7. Ability to make good judgement in public relations with the ability to effectively manage communications to businesses, community and government agencies, committees and coalitions.
  8. Knowledge of current issues and trends in homelessness, affordable and social housing, right to adequate housing and systematic inequities, and responsibilities of levels of government.
  9. Excellent communication, interpersonal and human relations skills.
  10. Ability to effectively motivate project teams
