Summary

The Office of the Director of National Intelligence (ODNI) Directorate for Mission Integration (MI) creates a consistent and holistic view of intelligence from collection to analysis and serves as the Director of National Intelligence's (DNI) principal advisor on all aspects of intelligence. MI integrates mission capabilities, informs enterprise resource and policy decisions, and ensures the delivery of timely, objective, accurate, and relevant intelligence.

Lead, plan, and prepare briefings, reports, and presentations to organizational leadership, senior policymakers, and senior United States (U.S.) Government agencies USG officials in a manner that meets their specified requirements and provide expert analysis and recommendations that ensure IC strategic plans and programs align with strategic objectives.

Evaluate, integrate, review, and develop planning efforts for area of responsibility in coordination and collaboration with other U.S. Government agencies.

Manage the Geospatial Intelligence (GEOINT) portfolio, including a wide range of topics and issues spanning the GEOINT domain.

Communicate GEOINT Functional Management strategy and community concerns to ODNI leadership. Provide ODNI insight and priorities to the National Systems for GEOINT Council (NSGC) and National GEOINT Committee (GEOCOM) in accordance with ICD 113; prepare ODNI senior leadership for IC engagement regarding GEOINT topics. Ensure MASCOM strategies align with IC guidance.

Conduct in-depth assessments of GEOINT collection and analysis capabilities and provide expert counsel to Office of the Director of National Intelligence (ODNI) senior leadership and Senior Directors/National Intelligence Officers (SDNIOs) of the National Intelligence Council. to support decision-making on collection and analysis enterprise issues.

Develop new GEOINT system and associated Tasking, Collection, Processing, Exploitation and Dissemination (TCPED) requirements, represent National Intelligence Council equities through the Intelligence Community Capability Requirements (ICCR) process, and follow parallel DoD Joint Capabilities processes.

Analyze, develop, and provide mission impact to ODNI acquisition reviews. Advocate for adequate resources to develop and deliver GEOINT capabilities supporting advanced analytics and automated collection.

Analyze, develop, and provide policy oversight/assessments regarding commercial Radio Frequency capabilities and standards.

Lead the monitoring and the implementation of interagency plans by coordinating and integrating competing requirements and priorities of multiple stakeholders; plan and participate in interagency meetings.

Develop substantive inputs to the intelligence planning, programming, budgeting, and evaluation process in order to secure funding for GEOINT-related collection capabilities.

Act as liaison with ODNI elements and other agencies with responsibility for GEOINT collection to ensure alignment of programs, procedures, budgets, acquisitions, and guidelines.

Advise Director for Mission Integration (DMI), Chair and Vice Chair for Mission Management in the NIC, and Collections Group (CG) leadership on GEOINT programs; serve as a subject matter expert for integrating GEOINT capabilities; and facilitate technical reach back to GEOINT organizations to support ODNI decisions.

Lead the development of initiatives that will improve partnerships, promote best practices, and foster integration across the spectrum of multi-INT disciplines.

Support DMI initiatives to address cross-cutting enterprise challenges and mission management priorities which can leverage GEOINT capabilities.

Support community decision-making forums for GEOINT collection, analysis, and mission prioritizations issues to align collection capabilities against enduring and emerging national intelligence priorities, programs, and initiatives, ensuring coordination among the major collection disciplines.

Brief senior ODNI leaders, IC members, policymakers, military decision makers, members of Congress/staffs, and other major stakeholders on GEOINT collection issues.

Superior ability to communicate complex information clearly, concisely, and in a manner that is targeted to and meets the needs of diverse audiences, to include senior-level policymakers.

  • Appointment is subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Top Secret security clearance based on an SBI with eligibility for sensitive compartmented information (SCI)
  • Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
  • A two-year trial period is required for all new permanent appointments to the ODNI.

Expert knowledge and experience with the breadth of GEOINT collection, GEOINT planning processes, critical analysis, and consensus building, as well as an understanding of how GEOINT integrates with other intelligence disciplines.

Superior ability to communicate clearly, both orally and in written reports, and to logically analyze, synthesize, and evaluate multiple sources of information for their inclusion in briefings and written documents.

Expert organizational and interpersonal skills to facilitate forums, manage competing priorities, and advocate new ideas/concepts/processes.

Superior ability to exercise independent judgment on time-sensitive issues and work collaboratively across the IC.

Bachelor's degree or equivalent experience as determined by mission specialty area.

SALARY DETERMINATION

The ODNI uses a rank-in-person system in which rank is attached to GS employees on the basis of individual qualifications, experience, and performance. Individuals whose current GS grade is equivalent to the grade of the advertised position will retain their current grade and step. Individuals who transfer to the ODNI from a non-GS pay scale will have base pay converted to the appropriate GS grade and step as determined by the Chief of Human Resource Management.

In some cases when a current federal civilian employee applies for an ODNI position that is a lower grade than his or her personal grade, the candidate's personal grade will be downgraded to the grade of the advertised ODNI position and pay will be set at the step that is closest to, and not less than, the employee's current annual base rate of pay, not to exceed the maximum step rate of the GS grade to which assigned.

RELOCATION EXPENSES

For new ODNI employees, reimbursement for relocation is discretionary based on availability of funds.

The Office of the Director of National Intelligence (ODNI) is a United States government agency responsible for overseeing the United States Intelligence Community and directing intelligence activities of the United States.
