Position Summary

Aalis Management Consulting is seeking an experienced Program Manager/CFO Strategic Advisor to support a federal agency's Chief Financial Officer (CFO) organization in a deadline-driven financial management environment. The CFO Strategic Advisor will provide senior-level financial management, analytical, and strategic advisory support to CFO leadership while ensuring accurate, well-documented, decision-ready products across monthly, quarterly, and annual reporting cycles.

The ideal candidate will have extensive federal financial management experience, strong knowledge of budget execution and funds control, and demonstrated experience advising senior and executive-level stakeholders.

Key Responsibilities
  • Serve as a trusted strategic advisor to CFO leadership on financial management, budget execution, and program priorities.
  • Provide senior-level financial analysis and develop decision-ready reports, briefings, and management products.
  • Support budget execution, funds control, reimbursable agreements, and federal financial reporting.
  • Analyze financial information, identify trends, risks, and issues, and provide actionable recommendations.
  • Coordinate financial management activities and deliverables across multiple workstreams.
  • Ensure assumptions, methodologies, data sources, and supporting analysis are clearly documented.
  • Support monthly, quarterly, and annual financial management and reporting cycles.
  • Strengthen internal controls, quality assurance, continuity, and audit readiness.
  • Collaborate with financial management teams and senior government stakeholders to ensure timely and accurate deliverables.
  • Support cross-training and backup coverage to maintain continuity of CFO operations.
  • Ensure all work complies with applicable federal policies, information-security requirements, and suitability standards.

Required Qualifications
  • 12+ years of federal financial management experience.
  • Demonstrated experience supporting CFO organizations and senior/SES-level leadership.
  • Strong experience with budget execution, federal financial reporting, funds control, and reimbursable programs.
  • Experience providing strategic advisory and financial management support to senior leadership.
  • Bachelor's degree required.
  • Strong analytical, communication, organizational, and problem-solving skills.
  • Ability to manage competing priorities and meet recurring, time-sensitive deadlines.
  • Ability to develop clear, accurate, and executive-ready financial products.

Preferred Qualifications
  • PMP, CPA, CGFM, or CDFM certification.
  • Experience supporting a federal agency CFO organization.
  • Experience with federal financial management and budget systems.
