Senior Financial Analyst Pay range: $125 - $155,000 annually
Job Summary:As a full-time Senior Financial Analyst, you will provide Planning, Programming, Budgeting, and Execution (PPBE) support to the National Nuclear Security Administration's (NNSA) Office of Stockpile Modernization (NA-125), focusing on financial planning, project controls, performance management, and budget formulation/ execution for the Hard and Deeply Buried Targets (HDBT) Defeat Program. You will act as a key liaison between Federal Program Managers, Resource Management Team, Technical Engineers, and M&O contractors to ensure accurate reporting, schedule integration, and cost, scope, and schedule performance monitoring. This is a full-time position on-site at the NNSA building in Albuquerque, NM.
Responsibilities: - Budget Programming and Formulation - Maintain multi-year financial models for the Five-Year Nuclear Security Program. Prepare budget narratives and funding tables for federal submissions. Create executive briefings, analyze trends, and forecast funding needs.
- Execution Monitoring and Funding Coordination - Monitor funding allocations at national labs and plants. Prepare funding documentation and recommendations. Review contractor plans, costs and finances, highlight variances, and support reconciliation.
- Project Controls and Performance Management - Analyze EVMS metrics and IMS performance. Conduct funding site split and cost plan analysis and assessments. Track production milestones and evaluate against baselines.
- Executive Reporting and Quality Assurance - Draft responses for Congressional and OMB inquiries. Develop dashboards and briefing materials. Review databases and maintain procedures and documentation.
Qualifications and Experience: - Bachelor's degree in finance, accounting, business, program management, or related discipline.
- Active Q or Top Secret security clearance.
- 5 or more years of experience supporting federal budgeting, project controls, defense programs, or contractor finance.
- Advanced Excel skills, including pivot tables, XLOOKUP/VLOOKUP, and complex formulas.
- Federal systems software experience.
- Planning, Programming, Budgeting, and Execution (PPBE) process and cost analysis skills.
- Excellent communication skills.
Preferred qualifications:- Master's degree.
- NNSA experience.
- Stockpile Modernization knowledge.
- Phase 6.X lifecycle experience.
- Familiarity with DOE sites, plants, or laboratories, such as Sandia, Los Alamos, Livermore, Y-12, Pantex, or Kansas City Campus
- Earned Value Management (EVM) experience.
- Estimate at Completion (EAC) experience.
Compensation & Benefits: The expected base salary range for this role is $125 - $155,000 annually. Actual compensation will be determined based on factors including skills, experience, qualifications, and location.
