Summary Responsible for designing, planning, budgeting, selecting, and negotiating Water Utilities Capital Improvement Program (CIP) projects.

DUTIES- Oversee CIP activities performed by staff and contractors to ensure project success including, but not limited to, construction, maintenance, alteration of structures, facilities, processes, equipment, and systems, and conduct contractor work field observations to ensure conformance with plans and specifications; provide performance recommendations on personnel assigned by contract or projects, as appropriate.
- Ensure compliance with State and Local regulatory requirements through appropriate handling of plans, specifications, and/or construction documents.
- Perform functions including, but not limited to, providing project oversight from design through to completion, collaborating with internal and external stakeholders on the design, construction, commissioning, and right-of-way acquisition, developing standard operating procedures (SOP), policies, and ordinances, designing and maintaining databases, and planning and completing pilot studies to support process control changes.
- Complete activities including, but not limited to, coordinate with relevant internal and external stakeholders, review contractor pay applications, conduct project and status meetings, draft, evaluate, negotiate, and recommend change order actions, and provide recommendations on preliminary and final designs and design criteria.
- Oversee project capital planning and budget including, but not limited to, utility solicitation, selection, and negotiation with outside consultants, developing cost opinions, and tracking expenditures.
- Investigate internal and external stakeholder concerns; perform research for issues coordinates and facilitates necessary actions to resolve concern as appropriate; when necessary, communicate directly for identification of service needs and address concern with appropriate written, verbal, or in-person follow-up.
- Prepare project reports, documentation, and studies; prepare and/or assist with preliminary contract documents, specifications, and plans.
- Research, conduct analyses, and validate result reports and publications.
- Review, evaluate, and prepare responses to requests for information; prepare documents, record drawings, and relevant data and deliver presentations to internal and external stakeholders.

Job Requirements EDUCATION, EXPERIENCE, AND LICENSES/CERTIFICATIONS- Bachelor's Degree from an accredited college or university in Engineering, or related field; and,
- Five (5) years' experience in engineering, or related field; and,
- Must possess a valid Professional Engineer license from State of Texas,

- Any combination of related education, experience, certifications, and licenses that will result in a candidate successfully performing the essential functions of the job.

CONDITIONS OF EMPLOYMENT- Must have and maintain a valid Class "C" Driver's License and valid state required minimum automobile liability insurance prior to employment (must obtain Texas Class "C" driver's license and state required minimum automobile liability insurance within 90 days of hire per state law)
- Must pass a drug test, driver's license check, criminal history background check, employment history verification, and social security number verification.
- Must possess and maintain a valid Professional Engineer license from State of Texas.
Environmental Factors and Conditions/Physical Requirements SAFETY - Ensure equipment is in safe operating condition; perform preventive maintenance on tools and equipment, as appropriate and/or notify leadership immediately of needed repairs.
- Follow established safety procedures and techniques to perform job duties, including lifting and climbing; operate tools and equipment according to established safety procedures.
- Promptly report unsafe conditions in the work area and/or any conditions that are not immediately correctable to leadership.
WORKING CONDITIONS/PHYSICAL REQUIREMENTS - Safety Sensitive (Subject to random drug testing): No.
- Tools/Equipment Used: Standard office equipment, including computer and peripherals.
- Posture: Prolonged sitting and standing; occasional stooping, squatting, kneeling, bending, pushing/pulling, and twisting.
- Motion: Frequent repetitive hand motions, including keyboarding and use of mouse; occasional reaching.
- Lifting: Lifting no more than 20 pounds and carrying up to 10 pounds.
- Environment: Works in an office setting office; occasionally requires irregular and/or prolonged hours.
- Travel: Travel to City of Denton buildings and professional meetings as required.
- Attendance: Regular and punctual attendance at the worksite is required for this position. Must be able to work overtime, as needed. Must attend regularly scheduled and special meetings.
