The Opportunity

The Safety and Technical Services US Class / HCA team is evolving to meet the increasing complexity and regulatory demands of a growing business environment. To support this evolution, we are seeking an Engineer to join our high-performing team and play a critical role in advancing pipeline safety, integrity, and regulatory excellence across TC Energy's US pipeline system.

In this role, you will be at the intersection of engineering, regulatory compliance, and program implementation, supporting the execution and ongoing management of 49 CFR 192.611(a)(4), known as the Integrity Management (IM) Alternative to manage changes in Class location. You will help shape the company's strategy for this recently codified rule by evaluating segment applicability, threat susceptibility, coordinating projects required to satisfy programmatic requirements, and ensuring compliance obligations are effectively tracked and documented.

Success in this position requires the ability to navigate complex technical and regulatory requirements and collaborate across a diverse stakeholder network. You will work closely with engineering and compliance subject matter experts, operations personnel, project teams, and federal regulatory agencies to support consistent compliance outcomes.

This role offers a unique opportunity to help establish and mature a new regulatory compliance framework, influence the company's approach to class location change management, and contribute to the safe, reliable, and compliant operation of critical energy infrastructure.

What you'll do
  • Evaluate pipeline segments for eligibility and feasibility under the Integrity Management Alternative, including assessment of integrity threats, asset characteristics, and business goals.
  • Facilitate stakeholder discussions to align technical, operational, and regulatory perspectives on implementation challenges
  • Identify, prioritize, and track projects necessary to meet initial and recurring programmatic requirements, ensuring timely and effective compliance.
  • Monitor regulatory deadlines, compliance milestones, and program performance, while maintaining documentation that demonstrates compliance and supports audit readiness.
  • Analyze complex technical, operational, and regulatory information and translate requirements into practical, risk-based business solutions.
  • Support interactions with federal and state regulators, including inspection preparation, regulatory communications, and responses to information requests.
  • Participate in the development of procedures, guidance documents, and regulatory interpretations related to the Integrity Management Alternative
  • Develop and communicate regulatory interpretations, compliance positions, and practical guidance that enable consistent understanding and application of requirements across the organization
  • Contribute to the continuous improvement of pipeline safety and integrity management through innovation, technology, and strategic problem-solving
  • Manage multiple concurrent activities while balancing technical, operational, and regulatory priorities in a dynamic environment
  • Support other alternative program initiatives, as needed.


Minimum Qualifications:
  • 6-10 years of related industry and pipeline integrity engineering experience
  • Bachelor's degree in Engineering
  • Canadian candidates, registered or eligible to register as a Professional Engineer (P.Eng.) in the prevailing jurisdiction in good standing (e.g., APEGA in Alberta).
  • Understanding of US Federal Pipeline Regulations (CFR 192) and standards
  • Ability and initiative to work independently, display creativity, and exercise sound judgment
  • Experience in audits and regulatory engagements
  • Demonstrated organizational skills and proven ability to manage competing priorities
  • Experience in developing technical procedures and processes to ensure safety, compliance, efficiency and effectiveness
  • Self-motivated with a strong work ethic, attention to detail, and a track record of task completion and change leadership
  • Excellent verbal and written communication, time management, decision-making, and negotiation skills
  • Possess excellent computer skills, including the use of Microsoft Office (Excel, Word, Teams, PowerPoint, and SharePoint)


Preferred Qualifications:
  • Strong knowledge of Integrity Management Programs and principles
  • Comprehensive understanding of DOT Regulation 49 CFR 192
  • U.S. candidates, registered or eligible for Professional Engineer (P.E.) licensure in the applicable jurisdiction
