Role Overview

BNY is seeking an experienced Engineering Group Leader to provide end-to-end engineering leadership for Project Crawford, a strategically important government-focused program with significant delivery, operational, regulatory, and control responsibilities. This leader will be accountable for the overall engineering strategy, architecture, execution, quality, resiliency, and ongoing support of technology solutions supporting the program.

The successful candidate will serve as the senior engineering authority for the initiative, partnering closely with executive stakeholders, government officials, business leaders, risk and compliance teams, and third-party vendors to ensure successful program delivery. The role requires a unique combination of deep technical expertise, strong engineering leadership, regulatory awareness, and exceptional stakeholder management skills.

This position is also responsible for maintaining technical governance and accountability for third-party subcontractor dependencies, ensuring that externally delivered components align with BNY engineering standards, security requirements, architectural principles, delivery commitments, and operational readiness expectations.

Given the strategic importance and complexity of Project Crawford, this role is critical to ensuring integrated execution, strong engineering governance, regulatory compliance, and sustained delivery excellence across all program workstreams. This role is located in New York City, NY.

Key Responsibilities

Engineering Leadership & Delivery
  • Lead all engineering activities associated with Project Crawford, including architecture, software engineering, infrastructure, cloud platforms, operations, resiliency, and production support.
  • Define and execute the engineering roadmap while ensuring alignment with business objectives, client commitments, regulatory requirements, and enterprise technology standards.
  • Establish delivery governance, engineering controls, quality metrics, and operational excellence practices across the program.
  • Build and lead high-performing engineering teams while fostering a culture of accountability, innovation, collaboration, and continuous improvement.


Cloud-Native Architecture & Resiliency
  • Drive the design and implementation of modern cloud-native platforms and distributed systems.
  • Ensure solutions are engineered for:
    • High availability and reliability
    • Geographic fault tolerance
    • Disaster recovery readiness
    • Scalability and performance at enterprise scale
    • Near-zero recovery objectives and zero-data-loss architectures where required
  • Establish engineering standards for resiliency, observability, automation, and operational excellence.


AI & Next-Generation Engineering
  • Champion adoption of modern software engineering practices leveraging AI and Large Language Model (LLM) technologies.
  • Drive innovation through AI-assisted development, intelligent automation, and agentic workflow architectures where appropriate.
  • Evaluate and implement emerging technologies that improve engineering productivity, operational efficiency, and delivery quality.


Government & Regulatory Engagement
  • Act as a senior engineering representative with government stakeholders and regulatory bodies.
  • Communicate technical concepts effectively to non-technical audiences, including government officials, business executives, and external partners.
  • Ensure engineering decisions appropriately balance security, compliance, performance, and business outcomes.


Vendor & Subcontractor Management
  • Provide engineering oversight and governance for third-party technology providers and business subcontractors.
  • Ensure vendor-delivered capabilities meet architectural, security, operational, and quality expectations.
  • Manage technical dependencies, delivery risks, integration requirements, and implementation timelines across internal and external teams.
  • Establish accountability mechanisms, technical review processes, and performance measurements for subcontractor-delivered work.


Risk, Security & Compliance
  • Ensure program compliance with relevant federal and industry security frameworks and standards, including:
    • FedRAMP
    • NIST 800-53 Rev. 5
    • Additional government security and operational requirements
  • Partner with risk, compliance, and cybersecurity teams to implement appropriate controls and governance processes.
  • Support audit readiness, security assessments, control testing, and regulatory examinations.
  • Experience with IRS Publication 1075 controls is highly desirable.

Required Qualifications
  • 15+ years of progressive software engineering and technology leadership experience.
  • Proven success leading large-scale, mission-critical engineering programs with complex stakeholder landscapes.
  • Deep expertise in cloud-native architectures, distributed systems, platform engineering, and enterprise-scale software delivery.
  • Demonstrated experience designing highly resilient systems with strong focus on scalability, availability, geographic redundancy, and data protection.
  • Experience leading engineering organizations responsible for regulated or government-related technology programs.
  • Strong vendor management experience, including oversight of third-party technology providers and subcontractors.
  • Excellent executive communication, relationship management, negotiation, and stakeholder engagement skills.
  • Proven ability to influence senior executives, government stakeholders, clients, and cross-functional leadership teams.

Preferred Qualifications
  • Experience delivering technology solutions in government-regulated environments.
  • Hands-on knowledge of FedRAMP authorization processes and NIST 800-53 Rev. 5 controls.
  • Experience with IRS Publication 1075 requirements and implementation practices.
  • Experience leveraging LLMs, AI-assisted software development, and agentic workflow platforms in enterprise environments.
  • Familiarity with modern DevSecOps, Site Reliability Engineering (SRE), cloud security, and platform engineering practices.

BNY assesses market data to ensure a competitive compensation package for our employees. The base salary for this position is expected to be between $136,500 and $265,000 per year at the commencement of employment. However, base salary if hired will be determined on an individualized basis, including as to experience and market location, and is only part of the BNY total compensation package, which, depending on the position, may also include commission earnings, discretionary bonuses, short and long-term incentive packages, and Company-sponsored benefit programs.
This position is at-will and the Company reserves the right to modify base salary (as well as any other discretionary payment or compensation) at any time, including for reasons related to individual performance, change in geographic location, Company or individual department/team performance, and market factors.
