Directs vendor management, actuarial and marketing strategy development, and operational processes that optimize network discount positioning and support BCBS Plan sales and retention. Accountable for budget development and financial oversight across both portfolios; ensures programs are delivered within budget and that investments in people, systems, and process enhancements deliver measurable value.
