Full Job Description
The Impact You'll Be Contributing to Moloco:

Moloco is looking for an exceptional leader to build and lead our Business Integrity function from the ground up. You will own the strategic, operational and enforcement layer that protects our platform from fraud, abuse, and policy violations. This is a unique opportunity to shape the trust & safety infrastructure for an AI-native performance advertising platform serving millions of advertisers and publishers globally.

This is not a reactive role. You will drive proactive detection, prevention, and enforcement of policies and processes to protect Moloco's platform and its users while navigating a complex regulatory landscape. You will build a world-class team, establish policies from first principles, and create the systems and processes that define how Moloco maintains platform integrity at scale.

As the first hire and architect of this function, you will be focused on:
  • Conducting a comprehensive risk assessment and building a risk registry
  • Mapping existing policies, workflows, enforcement gaps, and ownership
  • Making critical tooling and detection strategy decisions
  • Setting the foundation for the function's operating model: Policy & Compliance, and Detection, Ops & Intelligence
  • Partnering cross-functionally with Engineering, Product, Legal, Enterprise Compliance, Security, GTM, and Finance to understand pain points and align on approach

This role reports to the Chief Legal Officer and is based near our Menlo Park, CA office and follows a hybrid in-office schedule.

The Opportunity

This is a chance to build a world-class function that directly protects a global platform. You will define strategy, hire your team, and own outcomes. In this role, you will have a role operating at the center of business decisions, influencing how Moloco scales responsibly across new markets and products.

As the leader of the Business Integrity function, you will be responsible for:

Platform Integrity & Detection
  • Behavioral pattern analysis and bad actor identification-detecting fraud rings, account takeovers, and re-entry attempts
  • Proactive detection systems that identify policy violations (creative safety, KYC, brand safety) before damage occurs
  • Creating and monitoring dashboards and analytics to track violation rates, churn, enforcement actions, and emerging abuse patterns
  • Signal intelligence and re-entry prevention

Enforcement & Operations
  • Review queues and investigation and enforcement workflows-defined, streamlined, and scalable
  • Account suspension, termination, and partner enforcement decisions with clear appeals and remediation processes
  • Standing monitoring cadences, escalation paths, and shared tooling

Policy & Regulatory
  • Policy drafting and enforcement rules-partnering with Legal to translate regulatory requirements (DSA, OFAC, FTC, FDA) and risk assessments into actionable business integrity controls
  • Specific third-party controls and compliance monitoring (real money gambling licensing, KYC, creative policy)
  • Compliance-by-design architecture across advertiser onboarding, offboarding, and account lifecycle
  • Policy ownership and external communications

Leadership & Culture
  • Building and developing a high-performing team, setting clear priorities, coaching team members, and fostering a strong, collaborative culture
  • Acting as a trusted partner to senior business leaders, providing pragmatic guidance on complex platform integrity matters
  • Shaping a culture of engagement and ownership around Business Integrity across the organization

Required Experience
  • 15+ years in Trust & Safety, Fraud Prevention, Compliance Ops, Law Enforcement, or equivalent discipline
  • Proven track record building and scaling trust & safety or fraud prevention operations-hiring, mentoring, and retaining high-performing teams
  • Deep understanding of bad actor tactics, evasion techniques, and how to identify and prevent abuse patterns
  • Experience designing policies, proactive detection systems, workflows, monitoring cadence, and enforcement processes at scale
  • Familiarity with regulatory environments (DSA, OFAC, FTC) and compliance-by-design frameworks
  • Product or technical background and credibility with engineering and product teams-you can translate business problems into technical solutions and make informed tooling decisions
  • Ability to lead through legal and regulatory ambiguity, exercising sound judgment on complex issues

Highly Valued
  • Experience in AdTech, performance marketing, or platforms with two-sided networks (advertisers + publishers)
  • Experience with AI/ML-driven processes, including detection and automation
  • Deep experience partnering with Product, Engineering, and Security teams in fast-moving environments
  • Experience leading through regulatory inquiries, audits, or enforcement actions
  • Data-driven mindset with strong analytical, communication, and project-management skills

Compensation & Benefits

U.S.-based employees also receive up to 12 scheduled paid holidays per calendar year and one Thrive Day off per quarter. Additionally, all employees have Flexible Time Off (FTO).

The successful candidate may be eligible for a bonus and equity awards. Eligibility and amounts are determined by performance and the terms of the applicable plans.

The location for this role is listed above. For base pay range purposes, location-based compensation is grouped into the following regions. Your region is determined by your assigned work location.
  • Region A: Menlo Park Office, New York Office, SF Bay Area, New York Metro Area
  • Region B: Seattle Office, Seattle, Los Angeles/Orange County, San Diego, Austin, Boston, Washington DC Metro Area, Miami
  • Region C: All other U.S. locations

Salary Ranges:

Region A:

$276,000-$345,000 USD

Region B:

$262,400-$328,000 USD

Region C:

$248,400-$310,500 USD
