Project OpportunityFCC Canada, in a 50/50 joint venture with Webuild Civil Works Inc., will deliver the Pape Tunnel and Underground Stations section of the Ontario Line. This includes the design, construction, supply, and operation of three kilometres of twin tunnels underneath Pape Avenue between the Gerrard tunnel portal and the Don Valley bridge, two underground stations (Pape and Cosburn), two tunnel portals, three emergency exit buildings, and a rail switch/crossover near Sammon Avenue.
The Pape Station connection will interface with the Toronto Transit Commission Line 2 subway and related works.
The project uses a Progressive Design-Build (PDB) model, allowing greater collaboration between the project owner and contractor.
Key Responsibilities:- Lead and oversee the Engineering during construction scope, providing support to the linewide technical manager in all commercial, staff and contractual aspects.
- Develop and maintain comprehensive design management plans, procedures for the construction phase.
- Ensure strict compliance with contractual, safety, and regulatory requirements throughout all stages of the project, including design, integration, temporary works, and validation.
- Support construction schedule with timely review to ultimately obtain EOR approval to achieve consent to construct.
- Foster a collaborative and cohesive working environment across all project disciplines, ensuring seamless integration between design and construction teams, temporary works designers, and other stakeholders.
- Conduct thorough impact assessments of design changes on schedule, costs, requirements, and interfaces, providing expert recommendations to senior management and clients.
- Interface directly with project teams, stakeholders, and contractors to monitor design progress, track milestones, and manage interfaces between systems integration, testing, and commissioning.
- Oversee engineering ESDC scope in accordance with project procedures, ensuring documentation, reporting, and processes are consistently followed.
- Mentor and guide junior managers and engineers, promoting professional development and fostering a culture of excellence within the design and project teams.
Education and Qualifications:- Minimum of 15-20 years of experience in design management, with a focus on large-scale underground stations or similar infrastructure projects.
- Extensive experience in managing the design processes for underground transit infrastructure, including underground and interchange stations.
- Proven experience in overseeing Engineering during construction scope (ESDC) within the technical teams.
- Strong understanding in managing ESDC technical team procedures through ACC or any other collaborative environment during the construction phase.
- Strong understanding managing Design changes during the construction phase through ESDC procedures and strong knowledge in ESDC related procedures such as RFI, Site instructions, Field request, NCRs, ITP.
- Strong understanding on management and delivery of record drawings, As-builds and Redlines.
- Strong understanding of industry standards, safety regulations, and environmental considerations related to underground station design.
- Experience working with the Toronto Transit Commission (TTC) is highly desirable.
- Job Requirements:
- Demonstrated expertise in directing the complex underground station programs, from achieving IFC and Consent to construct through to construction, integration, and commissioning.
- Proven ability to provide strategic leadership to cross-functional and multi-organization teams, ensuring alignment between design, construction, systems integration, and regulatory ESDC frameworks.
- Skilled in managing and leading complex ESDC Construction submittals (drawings, specifications, interface agreements, technical reports) at a management level.
- Strong capacity to assess, mitigate, the construction submittal schedule given construction schedule while providing
- Ability to influence and build strong relationships with transit authorities, contractors, city planners, political stakeholders, and community representatives.
- Recognized thought leader in the delivery of transit infrastructure, with experience managing integration with legacy systems and advancing innovation in underground design.
- Strong leadership, decision-making, and interpersonal skills, with a focus on driving collaboration, innovation, and continuous improvement within project teams.
Salary Banding: $175,000 - $200,000
