Job Summary:
The Senior Data Analyst, Tolling Strategy & Analysis supports the development and application of data analytics, analytical tools, and performance measures that support the operational management and strategic evaluation of tolling at the Triborough Bridge and Tunnel Authority (TBTA). Working under the direction of the Deputy Director, Performance & Reporting, the incumbent will serve as a senior analytical resource for the Congestion Relief Zone (CRZ) tolling program and TBTA's nine bridges and tunnels. The position is responsible for conducting advanced data analysis and quantitative research in support of tolling operations, tolling strategy, and the evaluation of TBTA's tolling programs and facilities. The incumbent will apply statistical techniques and develop analytical methods and metrics to evaluate tolling system performance and identify trends, relationships, anomalies, and underlying drivers in traffic, travel speeds, toll transactions, revenue, and other transportation data. The analysis will support TBTA management in understanding operational conditions, evaluating the effects of tolling, identifying emerging issues, and informing tolling-related decisions. The incumbent works closely with the CRZ team and MTA/TBTA stakeholders and may coordinate with federal, state, and local agencies on analytical and data-related matters involving transportation, technology, policy, financial, legal, and environmental considerations. The position translates complex analytical findings into clear, actionable information for operational and senior management and supports the evaluation of tolling programs, facilities, and transportation network impacts.

Responsibilities:
  • Develop and maintain analytical frameworks, metrics, and tools to evaluate tolling operations and the performance of TBTA facilities and the CRZ tolling program.
  • Develop data infrastructure and automation: Automate the extraction, transformation, validation, and loading of tolling and transportation data into a centralized data lake and other analytical environments.
  • Analyze operational performance: Apply statistical and quantitative methods to analyze traffic volumes, travel speeds, toll transactions, revenue, vehicle characteristics, and other relevant datasets to identify trends, anomalies, and changes in operating conditions.
  • Investigate underlying drivers: Go beyond identifying trends to investigate the factors driving changes in traffic, revenue, tolling system performance, and other key operational measures.
  • Evaluate CRZ impacts: Develop and apply analytical methods to assess the effects of CRZ tolling on traffic patterns, travel conditions, revenue, the transportation network, environmental conditions, and other program objectives.
  • Develop analytical and decision-support tools: Create dashboards, visualizations, analytical models, and other tools that enable TBTA and CRZ leadership to monitor conditions, explore trends, and evaluate operational questions.
  • Ensure analytical integrity: Establish and document analytical methodologies, perform data-quality checks, validate results, and review code and analytical work completed by other team members.
  • Translate complex data into insights: Distill large and complex datasets into clear findings, trends, and recommendations that can be readily understood and used by operational and senior management.
  • Work with data owners: Collaborate with data owners and technology teams to obtain timely access to required datasets and develop a detailed understanding of data definitions, methodologies, limitations, and appropriate analytical uses.
  • Support required program communications: Provide analytical findings, visualizations, and supporting data for CRZ program reports and other internal or public-facing communications, as needed.

Qualification:

Bachelor's Degree in Arts/Sciences (BA/BS) in Computer Science, Mathematics, Statistics, Finance, Engineering, Transportation Planning, or related discipline; An equivalent combination of education and experience may be considered

Minimum 5 years of full-time professional experience in data analytics, data science, computer science, statistics, transportation planning, policy analysis, or a related analytical field

Minimum 3 years of full-time professional experience applying data analytics, quantitative methods, or statistical analysis to transportation, tolling, infrastructure, public policy, or other complex operational environments

Demonstrated working knowledge building interactive data visualizations

Strong skills in programming for data analytics, most preferably in Python and SQL

Exceptional ability to read and write code, to edit existing scripts, and comprehend the transformations being executed

Exceptional ability to interpret data

Ability and willingness to learn new skills, such as Python packages, software, or additional programming languages

Ability to work in a multi-paced environment with great flexibility to handle multiple assignments and meet deadlines

Excellent project management and/or organizational skills

Ability to translate complex analytical findings and technical information into clear, concise written and verbal communications for non-technical audiences

Preferred:

Master's degree in arts/sciences (MA/MS) in a related field (i.e., MA, MS, MBA)

Demonstrated working knowledge with Streamlit, Power BI or Tableau

Demonstrated working knowledge with geospatial analysis, such as GIS or GeoPandas

Demonstrated working knowledge with Apache Airflow

Familiarity with CBDTP and congestion pricing concepts

Familiarity with transportation and/or urban planning theory and practice
