Significance, Inc. is seeking a Senior Custom Travel Policy Lead to join our growing team supporting the Department of Health and Human Services (HHS). This position requires the ability to obtain and maintain a Public Trust and is expected to support a hybrid schedule with approximately 1-2 days onsite per week.

The IOS Custom Travel Policy Lead serves as the program's primary resource for interpreting and applying federal travel policy to complex and non-routine travel. This role researches and responds to policy questions, develops program guidance, and ensures determinations are accurate, consistent, timely, and well supported. The position also leads the day-to-day work of the Custom Travel team.

Primary Responsibilities:
• Serve as the primary point of contact for complex travel policy questions, escalations, and precedent-setting matters.
• Research, interpret, and apply the Federal Travel Regulation (FTR), agency policy, and program procedures to custom and non-routine travel.
• Prepare clear, accurate, and defensible responses for travelers, approving officials, program offices, and other stakeholders.
• Develop and maintain policy guidance, standard operating procedures, frequently asked questions, templates, and training materials.
• Identify recurring questions, policy gaps, and compliance risks; recommend policy, process, or system improvements.
• Coordinate with IOS leadership, PSC travel, and system stakeholders to resolve complex matters.
• Lead daily team operations by setting priorities, assigning work, reviewing responses for quality and consistency, coaching staff, and escalating sensitive or high-risk matters.

Required Skills:
• Demonstrated experience researching, interpreting, and applying the Federal Travel Regulation (FTR), agency policies, and program procedures to complex travel questions.
• Experience supporting custom, complex, invitational, sponsored, relocation, or other non-routine travel.
• Strong knowledge of federal travel processes, including authorizations, approvals, reimbursements, exceptions, documentation, and internal controls.
• Demonstrated hands-on proficiency using ConcurGov in a federal travel environment, including the ability to independently create, review, modify, and troubleshoot authorizations, vouchers, amendments, and related travel documents without foundational training.
• Knowledge of ConcurGov workflows, approval routing, traveler profiles, accounting information, audit flags, supporting documentation, and reimbursement processes, with the ability to identify and resolve policy, compliance, system, and process issues.
• Strong analytical and writing skills, including the ability to explain complex policy in plain language and prepare accurate, defensible responses.
• Experience developing policy guidance, procedures, job aids, decision tools, or training materials.
• Sound judgment in ambiguous, sensitive, or precedent-setting matters, including the ability to determine when escalation is appropriate.
• Experience leading a team or workstream, setting priorities, reviewing work, coaching staff, and coordinating with multiple stakeholders.

Desired Skills:
• Experience in a federal shared-services, policy-support, case-management, or customer-support environment.
• Experience with quality assurance, compliance reviews, performance metrics, process improvement, or change implementation.

$127,000 - $139,000 a year

At Significance, your base pay is one part of your total compensation package and is determined within a range. Our pay ranges are based on the local cost of labor benchmarks for each specific role, level, and geographic location.

The salary range listed is for the level at which this job has been scoped. In the event that you are considered for a different level, a higher or lower pay range would apply.
